The meeting was called to order at 1105 hrs. in room 7D32, Headquarters. Present were: Members: Bruce T. Johnson, Chairman Representatives: 2. The minutes of the 8 December 1980 meeting were approved as submitted. STAT a. resented a report on the guidelines for posting on t He ne-w u, ,L-- -panel display screens for use at Headquarters building entrances. passed out a draft memo on "Recommendations for Use of Display Units at Entryways" and discussion was opened on what messages should be posted on the screens. Mr. Pickerall, from GSA, stated that certain required GSA notices should be posted at the main entrance on a permanent basis. I indicated some messages would be retained on a permanent basis on the screens, e.g., take off badge when leaving building, packages subject to inspection, no firearms or photographic equipment in building. suggested time-sensitive notices such as announc g est speakers and concerts be posted. It was decided that OPPPM should be the approving office for announcements, since they already approve other such postings. OL/LSD assistance will be available once notices have been approved. The rug selected will be a blue/gray tweed and should arrive next month. Two sets were ordered. STAT c. I :A addressed the Code of Ethics signs which are required to Fe ---displayed at all entryways and in all conference rooms. He presented an example of a redesign done by Graphics Design Section. The example was 8-1/2 x 11 and printed in black and white. The Commission decided that slightly larger versions will be posted on the new display screens and that a smaller framed version would be posted in the conference rooms. Several people suggested that we try a different typeface for the STAT lead in. ill experiment with the different type- faces and result to the Chairman. The Commission authorized Mr. Johnson to consult with one or two other members and then proceed with procurement of the signs. wil determine how many conference room versions are nee a an STAT I will obtain the necessary frames. d. Mr. Johnson brought up the subject of the deleterious effect of direct su light on the oil paintings of the STAT Agency Directors. had looked into the subject and F had a number of i eas, ou ine in the attached paper. STAT said she had talked to a woman at the National Gallery of r and learned that they use a product by 3M that was almost totally clear. Alternatively, they glaze the oil pictures in a manner which still lets them "breathe." She is sending examples of the 3M product used at the National Gallery. Mr. Johnson sug- gested that we defer decision until we receive this information. Mr. Johnson suggested that we get an estimate of the cost of glazing of the 13 portraits andl __J said she would do so. STAT last visit in December with Vincent Melzac, and he said that he had drafted a letter to Mr. Melzac introducing himself and identifying the Committee Chairmen of the FAC. will set up an introductory meeting for Messrs. Johnson Melzac and they will discuss the possible rotation of paintings from his collection with the ones we currently have hanging in the main corridor. It may be that an offer to store framed pictures not in use would be perceived by Mr. Melzac as a useful quid pro quo for the privilege of hanging part of his collection in our bu li ding, so Mr. Johnson will be looking into the problem of where to store the pictures. It was suggested that some of the portraits could be put in other buildings but the only building with corridors wide enough would be Mr. Johnson solicited the comments of the FAC on which paintings should be kept and which replaced. Mr. Johnson provided copies of a list of suggested activities compiled by the former Chairman and he asked the members to indicate what priority they would give to each of the ideas listed, to add any other suggestions they had, and to return them to him at 2D00, Headquarters, within two weeks. A composite list will be discussed at the March meeting. b. Mr. Johnson inquired if meeting at 1100 hrs. on the second Monday of the month is convenient. All agreed that it is. 5. Jo nson Approved For Release 2005/08/22 : CIA-RDP87-0113OR000100040021-3 Approved For F J ase 2005/08/22 : CIA-RDP87-0113ORWO100040021-3 THE, PROBLEM: The sun's rays coming through the courtyard windows of F'corridor are causing possible discolor- ation of the original oil-portraits of the former Directors. POSSIBLE SOLUTIONS: Not Recommended - 1. Move the portraits. This is not recommended because their present location allows visitors to view them without going to the DO side of the building. 2. A small venetian blind for each window. 3. Thin drapes like the ones in the cafeteria. -These two solutions are not recommended. STAT of Logistics mentioned that problems would be likely to occur with the blinds. Also, in order to be consistent, blinds or curtains would have to be put on all four sides of the courtyard. 4. A glass covering the oil paintings that would eliminate some of the sun's rays. This is not recommended because it would cause heat build-up and possible condensa- tion,ar,d-all oil portraits must 'breathe.' Eventually they would crack. Also, any form of glass or plastic would add to the weight of the painting. Recommended - 5. The use of Solar film on 28 windows measuring 2' 11" wide by S'2" high. After calling a number of glass firms, I found Rockwell Glass Service (see attached adver- tisement and business card) to he the most cordial. I had a conference with the man who installs this type of material. His name is Steve Wilson, and he has had eight years"of experience. The cost for installation is $1.50 per square foot; material ranges from $16.95 for a roll that measures 28" X 5' to $24.++ for a roll 20" wide by 10' long. Solar'films come in three popular values - P70 gray, P80 gray, and P70 bronze. Solar film eliminates about 90% of the sun's rays, and" if the glass company does the installation, it is guaranteed for five years. 3ol,.r film 'is made by General-Solar Corporation, 1017 Taft SL., Rockville, Maryland. There are 686 square feet of glass in the F corridor windows - total cost for installation and materials is $1029. It would take approximately 1-2 days for complete installation. At this time installation can be made within one month of.the time the-order is placed.
