Environment -- Water Pollution for In-
dustrial Resources
suggestions for a US delegation
visit to Soviet petroleum refining facilities in October
1975 as part of the subject exchange program. Most of the
attached sites also apply for the visit to petrochemical
facilities.
Research Institutes and Laboratories
1) All-Union Scientific Research and Planning In-
stitute of the Petroleum Refining and Petro-
chemical Industry (VNIIPINeft), Moscow
2) State Institute for Planning of the Technical
Installation of Enterprises of the Petroleum
Refining and Petrochemical Industry (Gipro-
neftespetsmontazh), Moscow
1ajor Refineries
1) Kirishi (near Leningrad)
2) Ryazan (south of Moscow)
3) Polotsk (in Byelorussia)
4) Mozyr (in Byelorussia; new plant completed in 1975)
5) Ufa (3 large refineries located near the Belaya
River in Bashkir ASSR)
6) Omsk (may now be largest Soviet refinery, located
in southern part of West Siberia)
7) Angarsk (large plant located on Angara River, near
Lake Baykal)

2. Suggestions for a US delegation visit to Soviet
facilities in the iron and steel industry are as follows:
Research Institutes
1) All-Union Research Institute for Prevention of
Air and Water Pollution in the Iron and Steel
Industry (VNIPI Chermetenergochistka), Kharkov.
An experimental-industrial enterprise was es-
tablished in 1969 at this institute for the
development of prototypes of gas and water
cleaning facilities and evaporative-cooling in-
stallations for metallurgical plants.
Central Scientific Research Institute of Ferrous
Metallurgy imeni I.P. Bardin (TsNII Chermet),
Moscow. This is one of the leading research
institutes of the Soviet iron and steel industry
with responsibilities in virtually all major
technical areas, including programs dealing with
pollution problems. However, the role of
TsNII Chermet in work on pollution controls is
probably limited to administration and coordi-
ation of research activities conducted at other
institutes.
Major Plants
Among the dozens of plants in the Soviet steel industry
there are probably very few, if any, which can be regarded
as models in the use of pollution control measures other
than conventional ones. A recent US iron and steel dele-
gation reported that despite Soviet expressions of concern
about ecology, pollution control seemed almost nonexistent
at the plants visited in the USSR. (These plants were
large integrated iron and steel plants at Novo Lipetsk,
Krivoy Rog, Rustavi, Cherepovets, and Zaporozhye and
Dnepr Specialty Steel Works at Zaporozhye.)
The Soviet press has mentioned a few plants which have
had problems with water pollution. Steps reportedly were
taken to deal with those problems but the Methods and re-
sults are not known. The plants which were mentioned are
the Chelyabinsk Iron and Steel Works, the Chelyabinsk
Tube Mill, the Chelyabinsk Electro-Metallurgical Works,
and the Beloretsk Metallurgical Combine, all located in
the Urals.

SUBJECT Environment -- Water Pollution
for Industrial Resources
1. suggested points of interest
which the-a0 Ut---LtV-d ron concerned with paper mills and
processing facilities may consider visiting in April 1975
as part of the subject exchange program. Attachments 1
through 3 contain the names and locations of major research
institutes, relevant higher educational institutions, and
some of the newer pulp and paper processing plants.
2. Attachment 4 is an excerpt from a 1973 Soviet book
(Spravochnik po ekonomike dlya rabotnikov tsellyulozno-
bumazhnykh predpriyatyy) which names (in Russian) most, if
not all, of the pulp and paper enterprises, their location,
the year of their first production, and their major products.
This list is organized geographically, so it may aid the
delegation in planning their trip.
