Campbell of the U.S. Civil Service Commission has announced the 250 finalists to be considered for 1978 Presidential Management Internships. A list of the finalists is attached (Table 1). The finalists are now being referred to Federal departments and agencies for selection of interns. These are the first internships to be awarded in the Presidential Management Internship Program established by President Carter in August 1977. The program is designed to attract to the Federal ser- vice committed young men and women trained in public manage- ment. It makes available 250 two-year developmental intern- ships each year for new graduate degree holders in the field of public management. Interns who successfully complete their two-year internships may be granted competitive civil service status. Two especially significant aspects of the program are the extensive participation of State and local governments and the great emphasis placed on developing a closer working relationship between the Federal government and the academic community. Fifty Federal departments and agencies are expected to participate in the 1978 program. Requests for interns have greatly exceeded the 250 finalists available. In addition, the Civil Service Commission--working with the National League of Cities, National Conference of State Legislatures, National Governors' Association, Council of State Govern- ments, U.S. Conference of Mayors, National Association of Approved For Release 2001/04/01: CIA-RDP89-01114R000100030002-1 Approved For Rase 2001/04/01 : CIA-RDP89-014h4R000100030002-1 -2- Counties, and the International City Management Associa- tion--has arranged for State and local governments to com- pete with Federal agencies for interns. The Commission's Bureau of Intergovernmental Personnel Programs, which is managing the program, will make available to State and local officials information on finalists and alternates and on nominees who expressed an interest in State and local govern- ment employment. State and local governments will pay the interns they hire. Federal agencies are also encouraged to arrange short- term assignments with State and local governments for the interns they hire. Interns hired by Federal agencies will receive $15,090 a year (GS-9) and will be eligible for promotion during their two-year internships. The 250 finalists represent 127 colleges and univer- sities in 40 States, the District of Columbia and Puerto Rico. (See Table 2, attached.) California and New York State have the most schools participating and the most finalists, 40 and 21 finalists respectively. Georgia, Massachusetts, Pennsylvania, and Texas all have 10 or more finalists. One hundred sixteen finalists (46.4 percent) are women. At least 20 percent are minorites, and just over 20 percent are veterans. The 250 finalists, and 55 alternates, were selected from over 1,000 graduate students nominated by 220 deans and graduate program directors at over 180 colleges and univer- sities. Nominees, who were required to have a general management education with an emphasis on management in the public sector, were predominately from public administration programs. Business administration, public policy, and urban planning programs were also represented. They came from universities and colleges in 49 States, the District of Columbia and Puerto Rico. Over 40 percent of the nominees were women and about 20 percent were minor- ities. During February, nominees were interviewed by panels of Federal, State and local officials at 20 locations through- out the nation. Among the officials who served on the screening panels were Harold Webb, Director of Personnel for the State of North Carolina; Philip Rutledge, President of the National Institute for Public Management; Hilda Ford, Director of Personnel for the City of Baltimore; and Cora Norman, Executive Director of the Mississippi Committee on Humanities. In developing the Presidential Management Internship Program, the Commission consulted with committees of the American Society for Public Administration and the National Association of Schools of Public Affairs and Administration concerning the effective management of public service intern- ships including evaluation methods, training and education programs. 1978 is the first year of the Presidential Management Internship Program.
