MEMORANDUM FOB THE RECORD
SUBJECT: 19 November 1954 Briefing of the Task Force
on Intelligence Activities
1. A three-day observation of Colonel Lane''s demeanor indicates
that he is avidly interested in the Clandestine Services. He is very affable,
easy to work with, and prefers informality in the briefing procedures.
He apparently is pleased with the conducted visits throughout the Staffs
and Divisions which give him a chance to meet the rank and file. In his
association with clerical and stenographic personnel. his questions are
almost always in the friendly vein such as - "Where are you from?

2. Today's briefing, a continuation on tbie .Staff. indicated an
unusual interest in the Career Service Program. Most of the questioning
was on career service, counter-espionage, clearances, and liaison with
the FBI. Colonel Lane spent a great deal of time on a discussion of
fitness reports. He stated that, in his opinion, an employee should have
the right to see his fitness reports and see how he is doing -- even though
there is nothing in Civil Service Regulations which say that he has this
right. He. recommended that, as a part of the Career Service Program.
the Agency conduct a course on how to fill out a fitness report so that
senior people would'be fully aware of the true impact of any entry. He
added that these reports will become very valuable documents once the
Agency makes the Career Service a reality. He is particularly fond of
the Army System which uses the Overall Efficiency Index and feels that
the Agency should consider the use of the OEI.

S. Colonel Lane remarked that the present investigation was
turning out to be a relatively easy one for him because, even though the
outfit was very intricate, it was proving to be one of the most interesting
investigations of his twenty-year career.
6. Colonel Lane's questions repeatedly indicate his strong security
consciousness and the awareness of the need for coxnpartmentation in
the Agency. In addition, he is continually looking for any indications of
duplication.
7. Colonel Lane was impressed with a first-hand account of
liaison with the FBI since he was introduced to Mr. Sam Papich of
the FBI who arrived for his regular liaison visit.
S. Colonel Lane has a hobby of collecting stains and any future
briefer who possesses an unusual stein would ingratiate himself as
well as delay the briefing.
