C, 20506 Dear Mr. Ripley: Thank you for your letter of 24 March outlining the pro- grams you are pursuing under the "National Foundation on the Arts and the Humanities Act of 1965" and asking for names of persons in this agency who deal with arts and humanities pro- grams and policy. The Agency has a Fine Arts Commission made up of employees who devote their personal time to a modest program aimed at ensuring that our Headquarters Building is decorated in an artistic and pleasing style and that its grounds are kept as attractive as possible. We feel that such enhancement improves the climate in which our employees work and is of general benefit. The Agency maintains corridor exhibits of current and historical intelligence interest, one of which I believe you saw on your recent visit. We are at present also arranging with the National Collection of Fine Arts of the Smithsonian Institution to obtain pictures for exhibition in the interior of our Headquarters Building. Our programs in this regard would appear to be consonant with the national program you are leading. I have asked the Chairman of our Fine Arts Commission to join with you in this endeavor. The Eighty-Ninth Congress enacted the "National Foundation on the Arts and the Humanities Act of 1965" and President Johnson has designated me to serve as Chairman of the Federal Council on the Arts and the Humanities established under the Act. The Council is composed of the Chairman of the National Endowment for the Arts, the Chairman of the National Endowment for the Humanities, the United States Commissioner of Education, the Director of the National Science Foun- dation, the Librarian of Congress, the Director of the National Gallery of Art, the Chairman of the Commission of Fine Arts, and a member designated by the Secretary of State. As specified in the Act, the purposes of the Council are to: 1. advise and consult with the Chairman of the National Endowment for the Arts and the Chairman of the National Endowment for the Humanities on major problems arising in carrying out the purposes of the Foun- dation; 2. coordinate, by advice and consultation, so far as is practicable, the policies and operations of the National Endowment for the Arts and the National Endowment for the Humanities, including joint support of ac- tivities, as appropriate; >iegiEtry Approved For Release 2002/05/09 : CIA-RDP87-011301 040100140034-8 ,Approved For RelesAW2002/05/09 : CIA-RDP87-0113OR000 140034-8 3. promote coordination between the pro- grams and activities of the Foundation and related programs and activities of other Federal agencies; and 4. plan and coordinate appropriate par- ticipation (including productions and projects) in major and historic national events. We are anxious to know about current programs throughout the Government that relate to the arts and the humanities as broadly defined in the Act, and also wish to provide your agency with information on the plans of the two Endowments (Arts and Humanities) re- lated to your programs. It is obvious that we can all give greater impetus to the arts and humanities through complementary activities if we keep each other fully informed. To meet this objective (which is concisely stated in purpose three above), it would be most helpful to the Federal Council to have current information on the persons concerned with arts or humanities programs in each agency, thereby enabling a communications flow to be established. If you could send me the name, title, and telephone number of the person or persons in your agency primarily responsible for arts and humanities programs and policy, it would indeed be appreciated.
