Enclosed is a letter from Dean Watkins, a good friend as well as a
constituent. I, too, am interested in learning if Voice of America
broadcasts in Africa are being jammed. What can you tell. me?
With best wishes,
Paul N. McCloskey, Jr.

Thanks for you letter regarding capital formation. I am still
working on it. Considering Senator Hansen introduced a companion bill
with 61 co-sponsors, we may have some -activity in Congress very shortly.
Voice of America tells me they are aware of disruptions in VOA
broadcasts in Africa, particularly in East Africa and the Sub-Sahara.
However, VOA officials believe that it is probably due to congestion
of the airwaves and natural interference. From their perspective,
there would be no violation of the Hel,inki Agreement. Still, I
am asking a friend who works for the CIA to brief me and will find
out what he knows.
