Finland: Negotiations between the liberal and
conservative wings of the Finnish Communist Party
resumed this week after a month's recess. Both
sides seem to be more amenable to shaping a "cen-
ter" line. There is speculation that an extraor-
dinary party congress will be held in September to
amend the decisions of the party's 15th congress
in April and to name a limited number of conserva-
tives to the central committee and politburo. In
effect, the leadership has decided to give way to
sustained Soviet pressure for a compromise rather
than exploit its victory at the party congress.
