The House of Representatives, in adopting 11. Res.
658 creating the Permanent Select Committee on Intelligence,
required the Committee to provide that an annual report
be submitted to it by December 31 of each year beginning
on December 31, 1978, reviewing the intelligence and
intelligence-related activities of all the elements.of
the intelligence community as well as the intelligence and
intelligence-related activities of foreign countries
directed at the United States or its interest.
Accordingly, I am requesting that you prepare
a report dealing with those aspects of intelligence and
intelligence-related activities with which you are
cognizant as the Director of Central. Intelligence.
.This report should be submitted in both classified
and unclassified versions.
I would appreciate it if you would appoint an action
officer to liaise with the Committee in producing this
report. He or she should contact Mr. Thomas K. Latimer,
Staff Director of the Committee at 225-4121.

SUBJECT: HPSCI Requirement for Annual Report

REFERENCE: Ltr to DCI fr Chairman Boland, subject as above,
dated 24 January 1978
1. Action Requested: Sign the attached letter responding
to Chairman Boland's letter to you concerning an HPSCI requirement
for an annual report.
2. Background:
a. Mr. Boland wrote to you on 24 January advising of a
recent House resolution requiring the HPSCI to arrange for an
annual report "reviewing the intelligence and intelligence-
related activities of all the elements of the Intelligence
Community as well as the intelligence and intelligence-related
activities of foreign countries directed at the United States
or its interest," and requesting that you provide a report
on those matters of which you are cognizant as DCI by the close
of each year beginning in 1978.
b. Similar requests are being sent to the Secretaries
of State and Defense and to the Attorney General by the HPSCI.
c. The Chairman further asks that you appoint an action
officer to effect liaison with the HPSCI on the preparation of
the report. We believe that this requirement can be handled
within the context of the DCI Annual Report on the Intelligence
Community (with some adjustment in the publication date for the
next year's version). Accordingly, it seems appropriate to
appoint as action officer the principal editor of your Annual
Report.
