1. LEGISLATION Spoke with Elliot Maxwell,
on the staff of ta Senate Select Committee on Intelligence, to inform him.
that our unofficial written material in follow-up to our discussions on
Title I was being finalized in our office and that we expected to have it to
him tomorrow.
2 LEGISLATION Spoke with Keith Raffel,
on the sta o the Senate Select Committee on Intelligence, concerning the .11 travel allowances, etc., provisions in the draft SSCI CIA charter. I told
Mr. Raffel we were preparing an informal written response providing
alternative language in some instances that we would try to have to him
tomorrow.
on the staff of the Senate Select Committee on Intelligence, regarding
follow-up to our earlier discussions on the SSCI draft Title II of the charter
legislation. I tentatively arranged a meeting with Mr. Elliff to discuss with
representatives from operational elements of the Agency Title II questions
at Headquarters at 10:00 a. m. on Friday, 6 January. Mr. Elliff suggested.
that we consider for the "next round of discussions" on the next SSCI draft
of Title II a series of meetings between Mr. Elliff and separate operational
components rather than a large omnibus meeting. I told him I would think
this over and we could discuss it at our meeting Friday.
4. FOIA Marie, in the Lansing, Michigan
office of Representative Robert Carr (D., Mich. ), called and said she had
a constituent in her office who is interested in getting files on his father.
She wanted to know how he should go about ting this information. I told
her to have him write to et Freedom of Information 25X1
Coordinator, CIA, Washington, D. C. 20505. She thanked me for the
information.

19. LIAISON dKip Halley, in the
office of Senator John F. Chafee (R. , R. I.), called to ask about
Lyman Kirkpatrick's, former IG with the Agency, current clearances.
Halley and the Senator have just returned from the Geneva SALT talks
and wanted to discuss certain SALT-related matters with Mr. Kirkpatrick,
but wanted to make sure his clearance was up to date. After checking
with OLC, I informed Halley that Mr. Kirkpatrick has no
current clearance with CIA but that conceivably he might have a DOD
clearance.
20. LIAISON Called Jim Humphreys, on
the staff of Senator Donald W. . ieg a (D., Mich.), with information he
had requested on CIA's declassification program. The information I
passed was provided by n the office of AI/DDA. Essentially,
CIA is engaged in the review o ocuments 30 years old (e. g. , O55
documents), but has no active declassification program other than the
servicing of FOIA requests, which is tantamount to a declassification
activity but is well short of a program. This fully satisfied Humphreys.
21. LIAISON Called Larry Pegg, GAO
oil specialist, to pass on NFAC/OER's 25X1
figures F 71
22. LIAISON Called Bill Ashworth, Senate
Foreign Relations Committee staff, to provide an answer to the one
outstanding question from the preceeding day's briefing of the Committee
staff and personal staffers on SALT. The question was, how far from
their borders could Soviet air defenses project. The answer: 350
nautical miles. The latter answer was supplied by FAC/C25X1
23. I I BRIEFING Called the office of
Representative 2 ozHagedorn R. , Minn.) to set up a briefing for
5 January at 10:30 a. m. on subgroups in Rhodesia and South Africa
(ZAPU, ZANU and terrorist groups). The briefing will take place in
his office and the briefer will be NFAC/ORPA.

24. BRIEFING Called John Ritch, Senate
Foreign Relations Committee sta:., to set up a briefing for him on
Eurocommunism at 2:00 p. m. on 10 January in the C&R Conference Room.
Four NFAC/ORPA analysts will be conducting the briefing.

1. LIAISON Met with Gary Cornwell, Deputy Staff
Chief, House Select Committee on Assassinations, concerning questions
raised with him yesterday on the letter from Professor G. Robert
Blakey, Chief Counsel and Director, House Select Committee on
Assassinations, dated 6 January 1978. Cornwell had a draft of a letter
from Mr. Blakey to me clarifying the items in the 6 January 1978 letter.
A number of changes were agreed upon and the letter will be finalized.

2, LIAISON Received a call from Rita Argenta,
secretary to Bill Hogan, House Armed Services Committee staff, who
advised that Chairman Melvin Price authorized transfer of the Committee'
Watergate material which the Agency has been holding, to the House
Permanent Select Committee on Intelligence. Ms. Argenta requested tla t
we offer the material to the House Select Committee and if they refuse to
accept it, Hogan would transfer the material to Archives. I said I would
check and let her know. I subsequently called Thomas Latimer, Staff Director,
House Permanent Select Committee on Intelligence, and offered the material.
He said he would check with the Chairman and get back to me.
3. LIAISON Called Tim Ingram, staff of the
House Government Operations Subcommittee on Government Information and
Individual Rights, and discussed the meeting, together witl 25X1
OGG, scheduled for 10:00 a. m. on Thursday, 12 January, in
Ingram's office. Ingram asked that discuss in general terms 25X1
the Agency's policy in the handling of notification to Justice Department of
cases involving espionage or other crimes affecting the national security. 25X1
He does not have in mind any specific case that he wants discussed.
Iwas advised. Ingram requested that the briefing with
OGC, to discuss the Agency's policy for the conduct of security
investigations in view of the court decision case be put 25X1

14.1 LEGISLATION Received a call from
John Elliff, on the staff of the Senate Select Committee on Intelligence, who
said he had received messages that we had tried to call him yesterday in
response to his earlier request that we provide reaction to some material
from his redraft of Title II of the charter legislation. He said he would 25X1
have Pat Norton, also of the Committee staff, call us later to go over this.
l`t? I I LIAISON David Shaw, Senate Select
Committee on Intelligence sta , visited Headquarters in connection with
the Committee's interest in documents relating to the Halkin v. Helms
case. OGC, briefed him on the Agency role so far in the
litigation, after which Shaw reviewed some pertinent documents and
transcripts. He indicated that he thought the Committee would decide
that the documents were Committee property. We will meet with him
again shortly for another review of all the pertinent documents.
16.
LIAISON Accompanied I OS, 25X1
to do a physical security survey of Room S-405, The Capitol. Don Sanders,
Senate Select Committee on Intelligence staff, requested the review and
explained the proposed security procedures to be followed by Senate Ethics
Committee personnel who are temporarily using the room and the secure
facilities of the Senate Office of Classified National Security Information
located next door. Steele made a few suggestions in connection with this
and indicated that he will submit a written report to Sanders through the
Office of Legislative Counsel.
17.1 LIAISON As a follow-up to an earlier request
S, and I visited the office of Michael Glennon, Legal Counsel,
mate Foreign Relations Committee, to examine his safe. Steele advised
Glennon's secretary, in his absence, that the safe did not meet current
Government standards for a secure receptacle and provided a written
description of an acceptable safe which the Committee should obtain before
theywill be authorized to receive classified documents.

26. I LIAISON/FOIA I called and spoke with
Tilliamsoji/ (D., N.J.), concerning the release of the S n~~tors name
rivacy Act request. I briefly described the six or seven letters
involved in the release and Mr. Ramsey voiced no objection, but thanked
/ me for informing him. I also mentioned that the letters were being released

Case (R., N.J.), concerning the release of the Senator's name in a Priva
Act request. I briefly described and gave dates for the two documents
containing the Senator's name.
28. LIAISON I returned a call to Lee Martin,
Department of Energy, Current Assessments Branch (Intelligence),
who indicated that the GAO was investigating the 25X1
within the Department of Energy and that the GAO investigators wanted
access to classified files possibly relating to which had 25X1
been generated by Dr. Charles Reichart, former Director of Intelligence,
AEC. I asked Mr. Martin to have his historian Xerox all of the material in
question and courier it to me. I would then assume responsibility for any
necessary review of the material for CIA originated documents or
documents containing identifiable CIA information. He indicated this would
be an acceptable procedure and the files measured approximately eight
inches thick.
29. LIAISON Took a call from Tommi
Williams, office of Representative Paul N. McCloskey Calif-). w
inquired on behalf of a constituent 25X1
wrote to the Director of CIA requesting information regarding the current
role of HEW in conducting human behavior research. I indicated to Miss
Williams that was corresponded with on 28 December 1977
b DCI/PA, and that nine other members of Congress had been
corresponded with from the Office of Legislative Counsel regarding the same
matter. These interim responses would be followed by a more complete
response when the information becomes available. She urged us to respond
as quickly as we could to the substance I 25X1
