Oversight, Johnson needed a number of discussions with in
orderto thoroughly understand thel programs. He wants

Belknap, on the House International Relations Committee staff, Belknap
said by tomorrow morning she needs statistics on the percent of specific
minerals used in the U. S. which were imported. I took, the list of
minerals but cautioned Belknap that I was not sure if CIA would maintain
these statistics. After checking with office, CSS/NFAC5X1
I called the Department of Commerce. and spoke with Brian Hessler in
their Legislative Department. He agreed they could undertake this
request and said he would call Belknap. I called her to inform her what
had transpired and she was quite agreeable.
7. LEGISLATION Called Bob Carlstrom, OMB,
to ask him about several letters which we have pending. He said that the FOIL.
people were studying our letter to Representative Samuel Devine (R., Ohio)
about amending the Freedom of Information Act, and he would get back to us
as soon as this was completed. He said he hoped to have the letter on S. V/ 1974,
the Regulatory Flexibility Act, cleared by Friday, 13 January. Regarding the
letters on S. 1720 and S. 1721, bills to amend the Administrative Procedure Act,
he said he was not sure when they would be cleared because he was awaiting
comments from DOD. He had contacted the Senate Judiciary Committee, and
they had no problem with the delay. They merely wanted to be sure the
Executive Branch was working on it. Mr. Carlstrom also extended the
deadline for our comments on H. R. 10076, the Omnibus Right to Privacy Act,
until 20 January and said he did not expect to be clearing any letters on that
bill to the Committe r

5. LIAISON Called Loch Johnson, House
Permanent Select Committee on Intelligence staff, and arranged for
him to review articles from Studies in Intelligence which he had requested.
Regarding his meeting with Chief, Covert Action Staff, DDO, 25X1
regarding I told Johnson that as 25X1
tied up in the preparation of a paper for Representative Les Aspin (D., Wis.)
on the subject which the Director would review. In light of the Director's
involvement asked that the meeting be postponed until the
Director had reviewed the paper. Johnson agreed to the delay but said
in preparation for the Director's appearance before the Subcommittee on

these as soon as they can be arranged. Specifically, he said Congressman
Aspin wants about three examples of successful 25X1
programs.

Subcommittee on International Organizations, House Committee on
International Relations, to schedule a meeting at 10:00 a. m. on
16 January 1978, in the C&R conference room,

William Garvelink, and Steven Blush, of the Committee staff.

17. LEGISLATION Met with the following
people to discuss unofficially the latest Senate Select Committee on
Intelligence draft Title I of the charter legislation: Bill Miller, Elliot
Maxwell and Pat Norton, all on the staff of the Senate Select Committee on
Intelligence; Mike O'Neil and Tom Latimer, on the staff of the House
Permanent Select Committee on Intelligence; IC Staff; 25X1

18. FOIA Walt Sheridan, Senate
Judiciary Committee, u committee on Antitrust and Monopoly, who
assisted in the MKULTRA hearings conducted by Chairman Edward M.
Kennedy (D., Mass.), Senate Committee on Human Resources, Subcommittee
on Health and Scientific Research called. Sheridan received a call from
Ms. FitzSimon, Department of Justice, who handles FOIA matters, .
requesting that she review the CIA classified documents on MKULTRA 25X1
which were provided to the Kennedy Subcommittee in connection with the
hearings. According to Sheridan, FitzSimon wants to determine if
documents or information in the material provided by CIA.
FitzSimon told Sheridan that she had talked to I I OGC,
however, Sheridan wanted to verify this with CIA before he allowed
FitzSimon access. I said I would check into it and get back to him.

19. LIAISON Tom Latimer, Staff Director,
House Permanent Select Committee on Intelligence, called and accepted the House
Armed Services Committee material on Watergate which the Agency has been
holding and which we offered to the House Permanent Select Committee on
Intelligence. I told him I would make arrangements with House Armed
Services Committee and have the material forwarded to him as soon as
possible.
