Met very briefly with Ed Braswell, Chief Counsel and Staff Director, and Clark McFadden, General Counsel, Senate Armed Services Committee, and made available to them a copy of NIE 113/8 which they had requested yesterday. We picked up the NIE at the end of the day and will return it tomorrow at their request. I also talked with them about the possibility of the Hughes /Ryan provisions of the foreign assistance bill being subject to a point of order in the House on grounds of germaneness. McFadden said he thought this was a good course to pursue. 2. Attempted to see Representative Albert H. Quie (R. , Minn.) on the inquiry he had received from I of 25X1 St. Paul, Minnesota, on allegations of Agency involvement in Northern Ireland. Quie left this morning for Minnesota and won't be back until next week. I will try to reach him again on Monday. 3. In response to her call the other day, I contacted Rosalie in the office of Representative Robert H. Steele (R. , Conn. ), and subsequently talked to the Congressman himself in Connecticut regarding DCD's meetings with see memorandum for the record). 4. Following my conversation with Representative Robert H. Steele (R., Conn.) (see Item #3 above), I called Ito alert him to the possibility of a call from Congressman Steele. 25X1 5. Met with Steve Daniels, Representative John N. Erlenborn's (R., Ill.) staff man on the House Government Operations Committee, and reviewed with him those sections in the House and Senate right of privacy bills (H. R. 16373 IS. 3418) which the Agency would be subject to. He explained that the staffers meeting informally are considering dropping several of these sections. He will let me know when a final version is prepared. He assured me that at this time the Agency will get an exemption as "Central Intelligence .Agency. Called Charles Holmes, Administrative Assistant to Representative Bob Eckhardt (D. , Tex. ), per his request, and inquired as to whether he had discussed with Mr. Eckhardt the case of a female Agency employee that Mr. Eckhardt mentioned on the House floor during the right of privacy debate recently. Holmes said he had not talked to Mr. Eckhardt; I assured him again that we were not pressing the matter and left it up to him to call us after his discussion with Mr. Eckhardt. 7. Went by the office of Senator James L. Buckley (R., N. Y.) to contact John Kwapisz, the staff man who prepared Buckley's amendment to the Elementary and Secondary Education Act of 1965, which limits access by Government agencies to educational records. Kwapisz' secretary said that he could not make the appointment. I later received a call from Bill Schneider of Buckley's staff. We briefly discussed the Agency's concern; he assured me that Senator Buckley did not intend a blanket denial of access to all information from the files of educational institutions. Schneider said he was sure Kwapisz would call me. 8. Picked up from the House Post Office and Civil Service Committee a Committee Print of S. 1688, to protect the con- stitutional rights of Government employees. 9. Delivered to Representative William S. Moorhead (D. , Pa.) a package of maps requested by a constituent. 10. In the company of I met with Chairman Lucien N. Nedzi, Special Subcommittee on Intelligence, House Armed Services Committee, and reviewed the following items: the major issues presented by the reported out "Ryan amendment" to the Foreign Assistance Act, the revision of the Intelligence Sources and Methods proposed legislation approved by the Director, and the procedures for handling the inquiry from Representative Thomas Rees (D., Calif. ). Mr. Cary and I met with Frank Slatinshek, Chief Counsel, House Armed Services Committee, and reviewed with him the parliamentary situation concerning section 661, the Hughes amendment, the Senate version of the Foreign Assistance Act, and section 660, the Ryan amendment, the House version of the Foreign Assistance Act. After checking with the Parliamentarian of the House generally on the subject, it was Slatinshek's opinion that a point of order may not be used to delete either of the provisions- -both having been included in the bills reported by the respective committees and thus are not subject to attack. I also reported back to Slatinshek on the article, "The Super-Secret Soviet Rifle" using the information provided by Evan Hineman, AD/OWI. 17. I I Met with Rita Argenta, Personal Secretary to William H. Hogan, Counsel, Intelligence Subcommittee, House Armed Services Committee, and received from her copies of the following sanitized transcripts: 13 June 1973 transcript of John Ehrlichman; 28 June 1973 transcript of Howard Hunt and Mr. Bittman; 29 June 1973 transcript of Charles W. Colson; and 17 June 1974 transcript of Charles W. Colson. 18. Mr. Cary and I met with Marian Czarnecki, Chief of Staff, House Foreign Affairs Committee, and discussed with him possible dialogue on the floor, if agreeable with the principals, between the Chairmanand Representative Lucien N. Nedzi (D. , Mich.) to clarify some of the points concerning section 660 of the Ryan amendment--the House version of the Foreign Assistance Act. In brief, Czarnecki thought a dialogue would be good and recommended strongly that it be Representative Clement Zablocki (D. , Wis. ), who will be at the table with Chairman Morgan in handling the bill on the floor. As for the section itself, and the comparable Hughes amendment in the Senate version, Czarnecki was very firm in his statement that some provision incorporating the points of the two "amendments" will be contained in the final bill since both were incorporated in Committee.
