IDEALIST OPS
Part I
Project Headquarters in general is in agreement with the
proposed plan. However, we do not agree as to the time that
Uri,
Agencynassets would come under the operational control of SAC.
The original agreement had two separate plans. One plan
W RS
(Plan 1) to be implemented at a quote "time of tension"
unquote, such time to be jointly determined by the Agency
and the USAF. Under Plan I, the Agency would maintain
operational control of the U-2 aircraft and be responsive to
SAC target requirements. Plan II of this same agreement calls
for U-2 assets to come under the operational control of USAF/
SAC at the quote "outbreak of hostilities" unquote. The
phrases "time of tension" and "outbreak of hostilities" in
the basic agreement may well be translated into DEMON 11or
2 for time of tension and implementation of the SIOP as the
outbreak of hostilities. Whether or not such translation can
be made is not within the purview of this office. A recommenda-
tion for an updating of this basic agreement is now being
forwarded through separate channels. This message will address
its comments to the proposed plan within the framework of the
original agreement.

Part II

The comments below are keyed to the indicated
in the reference.
Part I, Para 10B. The channel to be utilized in
communication should be spelled out (i.e. Agency secure
for each user or type of
document rather than leaving a choice to the sender.
Basic Order, Para I. "Certain of Project Idealist
Reconnaissance Resources". . . These resources should
be spelled out. Plan II of the CHALICE EWP states that
Hqs CHALICE will retain operational control of certain
and other resources to be made available to SAC should
be determined in advance.
Basic Order, Para l.A.(l)(A). U-2 resources should
remain under'operational control of CIA during a period
of DEFCON 2. This would be the "time of tension" mentioned
in Plan I of CHALICE EWP Oplan 20 January 1959.
Basic Order, Para 3.A.(3). It is assumed by Hqs
that Project pilots will fly the U-2 aircraft to assigned
bases and then turn the aircraft over to SAC crews for
operational use.
Basic Order, Para 2. General Instructions: All
Air Force personnel detailed to Opcen will come under. . .,
etc. Certain Air Force personnel at Hqs and in the field
will be required to remain under Proj Hqs control during

"time of tension" in order to operate other IDEALIST
assets. At the outbreak of hostilities, it is anticipated
that most, but not all military personnel in Proj IDEALIST
will come under control of USAF. The original agreement
(Plan Imitates that Proj Hqs will retain control of
activities such as R&D, IRAN, etc. These functions
should be detailed in the final plan.
Part III
Additional Remarks:
A. If the original agreement is to stand and Proj
IDEALIST is, during time of tension to be responsive to SAC
targeting, then the provisions of Para 5d.2.(A) must be
implemented.' (This Para provides for SAC to furnish updated
targets on a quarterly or more frequent basis to Proj Hqs.)
B. When the original agreement was implemented, Proj
Hqs had several active overseas detachments, and these were
mentioned in the Plan with their delegated functions.
Since these overseas detachments no longer exist, it is assumed
that the proposed Oplan refers only to
