In connection with our discussion of 5 January on the proposal to possibly relocate the contracting authority for EB-1492 with I Office of Special Projects, I had a discussion the morn- ing o.t o January with Ed Green, Eastman-Kodalc, and later with General Ledford. The results of these discussions are as follows: a. Mr. Green said that he thought it would be less than an improvement were EB-1492 to fall into the purview of the SSD contracts officer, as a result of the exchange etwee:-. General Martin and of the NRO Staff, which you reported to me. Mr. Green expressed a definite preference for having t.-.c con- tract remain with the Agency and with kith whom r .u says they have gotten along swimmingly over the years. He added riat continuity at this time was of signal importance in view of the fact that s soon to retire as the CCB Chairman to be replaced by b. I briefed General Ledford on the situation, noting to him that it appeared that if the contract were withdrawn from the West Coast and thereafter administered from Agency Headquarters, regardless whether it were OSA or OSP, we would probably be in for a struggle with General Martin which we might well lose, and with it a potentially valuable window into the technological thinking and direction of General Martin's empire. It was General Ledford's view that in view of this he would like to have EB-1492 remain as it is under on the West Coast. 2.
