MEMORANDUM FOR: Director, Office of Special Projects
: Manning for the NRO Staff
1. You are hereby charged with the responsibility of
nominating Agency employees to fulfill assignments on the NRO
il~aff. While recognizing that the reservoir of talent extends
beyond OSPts immediate office and encompasses the entire
Agency, it will be your charge to identify and make recommen-
dations for selection to the Director of CIA Reconnaissance and
2. You also are responsible for providing whatever
administrative support may be required of these individuals in
the sense of handling their T&A records, obtaining promotions,
replacements, and transfers.
3. You will assume responsibility for carrying whatever
actions that may be appropriate through the Career Board in
behalf of the individuals in question. You are advised that these
personnel will not be within your chain of command; however,
they will look to you for their Agency support and career develop-
ment.
4. Details concerning the nomination and selection of such
individuals will be the subject of further discussion between your
Office, and me.
