As you know, regulation provides that any present or gift
which is given to an Agency emp oyee by any foreign government should
be sent to the Director of Personnel where it will be forwarded to the
State Department for the purpose of getting Congressional approval to
deliver the gift to the recipient. However, in this case, the Division
feels that this was presented to you by Muhyi-al-Din as a personal gift
and was not intended to be a gift from his government. Therefore,
unless you wish to keep some of these presents in your office or take
them out to your house, we will place them in the vault here.
