1- opened the meeting and reported on his recent Task
Team I briefing o the President's Foreign Intelligence Advisory Board's
Evaluation and Guidance Panel. He indicated that panel members had
questioned the relationship between content control applications and
existing dissemination codes used by various agencies. He Informed them
that we were in a developmental test phase and could not say at this time
what the impact on current dissemination systems would be.
2. noted that we would be preparing the final report as
soon as app cation and dissemination testing were completed. Members
were requested to submit all of their results and findings as well as
recommendations in written form to the secretary as soon as possible,

written form along with suggested changes to the Content Control Code.
raised a procedural question relating to contacting other
agency recipients of NSA material for their evaluation of the content
control scheme. Mr. Whipp felt that NSA might check with State recipients
for their comments. I DIA, and CIA, indicated that
user/recipients of NSA material in the main were also recipients of
collateral material. Therefore, discussion of the code and requirements
for dissemination could be handled by them for their agencies. They
could then make the results available to NSA.
4. reported that he was in the process of analyzing the
results of dissemination testing in DIAAQ. Preliminary analysis
indicated that the over-dissemination pattern discussed at the last
meeting would be modified as a result of his analysis of results.
5. Mr. Whipp reported the results of application testing
accomplished so far in State Department. He indicated that there were a
number of recommendations for code changes.
6. 0 distributed copies of his memorandum to the Chairman,
Task Team I concerning results of application testing in CIA. Also included
was a summary of problems encountered in the test. He also reported the
results of dissemination testing of the Content Control Code application
compared with regular dissemination of the same documents by Document
Division. Analysis of these results is currently being carried out to
determine various reasons for the variation in dissemination which
occurred.
7. then discussed the need to identify and describe the
overall benefits which might accrue hembers of the Community as a result
of placing content control notations on intelligence documents. He
felt that this might be difficult to tie down in certain instances,
However, insights might be gained by studying copy flow within the various
agencies to identify distribution and screening points which might be
aided by the appearance of content control notations on copies received
and processed. Members were asked to pursue this line of thought and be
prepared to discuss their conclusions at the next meeting.
6. Members are requested to forward the results of application and
dissemination testing tol as soon as they are available. The
next meeting of the Team will be scheduled as soon as these results have
been received and organized for discussion.
