The third meeting of the COINS I/Soviet Personality Panel was held. 29 August 1966 at 1000 at NSA. 2. The following individuals were present: NSA NSA NSA NSA DIA CIA STATE CISR 3. Minutes for the second. meeting of 22 August 1966, were read., corrected. and approved.. 4. Next meeting scheduled for 12 September 1966 at DIA rDIA will attempt to arrange conrerence room and. a e care of clearances. 5. Transliteration Problem a. The transliteration problem will be discussed. at the meeting scheduled for 19 September 1966 at'NSA. All members are urged. to have representatives at this meeting who are capable. of discussing: (lam e problem and. the proposals furnished. by (2) Possible alternative methods of operating in COINS I (See minutes of previous meetings). b. Specific sources used. to gather information should. be identified, (e.g., new'ies of newspapers, journals, etc.). 25X1 13. Discussed requirement within the U. S. Intelligence Community for information relative to specific Soviet Personalities. Studies, if made, should. make a distinction between current or past requirements. A study of these requirements should. indicate what' kind of information is require,.1 and by whom. 14. On several occasions representatives of DIA have asked, whether or vtiOt ,participating agencies couldn't receive a print-out of ball changes ma.,,e to the files. Today two possible plans were discussed.: a. Users could. ask the same set of questions every day with respect to specific Soviet personalities to determine if any new information has been add.e?.i. b. An updated. index of significant Soviet Personalities could be kept in the system and. then whenever a records added or changed. on one of these individuals a report would automatically be distributed. to the agency 11...
