SUBJECT: Parking
Concerning the OMB circular on Employee Parking,
OSI takes the position that Agency personnel should
be exempted from paying for parking at the Headquarters
building. Many employees do not have public trans-
portation available to them between their home and
Headquarters building. Also, those employees who are
required to drive to work because of the lack of
public transportation do not have the option of any
off-street parking near the building. Finally, a
number of employees including analysts, managers and
secretaries at widely different grade levels find it
necessary to work beyond the normal work hours to
meet the demands of their positions. These people ark.
unable to participate in carpools and, with the in-
adequacy of public transportation, would be unfairly
discriminated against if required to pay for parking.
