The COINS Committee met at DIA on 21 September 1967. Attending were: -MEMORANDUM FOR THE RECORD 25X1 accepted. a. Minutes of the meeting of 7 September 1967 were reviewed and 25X1 (1) Reference paragraph 2c (3). stated that the NPIC file entitled, "All Source File" will initially include only SECRET classified data. (2) Paragraph 2c (5). questioned the status of the 25X1 short COINS quarterly status report to be issue . This report has yet to be com- pleted, but will be issued as soon as possible. c.l Iquestioned if any information was known on USIB action to discontinue CODIB and establish the Information Handling Committee. No further information is available. d. I Ireported that COINS circuit activation between DIA and all COINS agencies except NSA which is currently connected) would blavailable approximately 1 March 1968. There is some question if the NIC terminal will be ready at that time. e. In view of developments subsequent to preparation of Technical Memorandum of. Agreement Number 1 on COINS communications, and the fact that TMA has not yet been signed by participating agencies, it will be redrafted to elim- inate historical information and distributed for signature. \, f. The Remote Computer Transmission Panel recently published and dis- tributed the document, "DIA? Test Facilities and Implementation Guide" part one of which contains information of interest to'and affecting all COINS participants. Due to the technical complexity of the information, the committee decided against formalization of the document by means of a TMA. Any system changes will be coordinated within the Remote Computer Transmission Panel. Any dissents will be referred to the COINS Committee for resolution. In the spring of 1968 DIA will replace the IBM 1410 used in its information retrieval system with an IBM 360/50H, however the IBM 7740 (switch) will remain. h. I Ireported that the ambiguities of CIA representation on the Biographic Panel had been cleared up, and that CIA would be officially represented, probably in the person of 25X1 25X1 . A lengthy discussion was held on possible methods of COINS management... briefed the Committee on the DOD System/Project Management approach. No conclusions were reached. k. Pending action on dissoluCtion of CODIB and establishment of the information Handling Committee (if this is the case) a suggestion was made by for the Committee to formulate a statement of COINS objectives and plans. e chairman requested that members formulate a list of realistic, short term (1969-1970'period) COINS objectives for discussion at the next meeting. 3.
