McDonald Director of Logistics SUBJECT: H.R. 14106 1. This office has reviewed the proposed bill H.R. 14106. The implications of this bill may be reflected in the Agency's budgeting processes, and our comments may be of interest to you. 2. The bill provides that Congress will appropriate funds and that the General Services Administration (GSA) will make payments to the local jurisdictions. At the present time, agencies are required to budget for and transfer to GSA funds for the anticipated maintenance and upkeep of buildings owned or managed by GSA. The Agency, of course, has such properties. If GSA were to include these local property assessments into the Standard Level User Charge (SLUG), this will have an impact on the Agency budget. 3. We assume that the Agency could become involved in providing information to local jurisdictions for the purpose of making their assessments. It would be of concern to us to.in= sure that the identity of Agency facilities under cover be protected and that sensitive information which might be solic- ited by these jurisdictions not be released unless it can be properly sanitized. 4.
