D.C. 20510 G7G77 Dear George: The other evening you mentioned your concern that the resolution recently reported out by the Government Operations Committee would, in effect, be the cause of even further proliferation of sensitive intelligence information. As you .know, I share your concern about this problem and you have my assurance that I will do what I can to resolve it. If, in fact, a new intelligence oversight committee is created by the Senate, Senator Ribicoff and I plan to introduce legis- lation that would amend Section 662 of the Foreign Assistance Act to require that Senate reports required under Section 662 go to only the new Committee on Intelligence Activities and the Appropriations Committee. While I recognize that amending the Hughes-Ryan Amendment would not totally eliminate the problem of proliferation, it would be an important step in the right direction. Enclosed is a copy of my proposed language. I have talked with Ed Muskie and Henry Bellmon, Chairman and, ranking Republican on the Budget Committee. It is correct that the Budget Committee intends to review intelligence activities as they affect the budget. I understand that several committee members have expressed an interest in the intelligence area. Like you, I trust the Budget Committee's need for information will be confined to overall figures and not operational details.
