From September to March precipitation in most of the principal regions producing spring wheat-- usually 55 to 60 percent of total wheat production--was normal or subnormal. Soviet publications have dis- cussed at length the need to apply moisture-conserv- ing techniques. The soil condition as of mid-April was comparable to that of 1965, a poor year for spring wheat. Good rains during the spring and summer would improve the outlook for the harvest, however. Prospects for winter wheat continue to be rela- tively favorable, although not as good as last year's. Yesterday, Indonesia expelled the Chinese Commu- nist charge and the consul general in Djakarta. Indo- nesia explained that the Chinese Embassy had organized an unauthorized demonstration in Djakarta on 20 April. The demonstration was staged to protest the death of a Chinese undergoing police interrogation. Within hours, China retaliated by ordering the Indonesian charge and counselor from Peking. The Djakarta incident followed a series of Chinese demonstrations in East Java protesting anti- Chinese eco- nomic restrictions imposed by local authorities. At least one Chinese is reported to have been killed in in- cidents there. Indonesian officials have told US Embassy officers that their government has ample evidence to justify a break in relations with Peking, but feels that a rupture would only create new problems. Sino-Indonesian re- lations have been unfriendly since the army's reaction to the abortive coup of October 1965 brought a reversal of Indonesia's pro- Peking policy.
