Consideration of need to establish internal DDS&T approving levels for
obligation of NRO funds which would be consistent with prescribed
procedures for management of CIA funds, required that quarterly
forecast should be prepared in a format which would provide the DDS&T
sufficient information on which to base approval in principle of the
proposed actions. The DCI certifying to expenditure of NRO funds under
same statutory authority as expenditures of CIA funds.
