Spain-Morocco: Spain and Morocco are deeply
involved in a dispute over phosphate-rich Spanish
Sahara.

Madrid maintains it is prepared eventually to
grant self-determination in the territory, but that it
does not intend to comply with a resolution passed
last week by the UN committee on colonialism. The
resolution would permit Spanish Sahara's neighbors
to play a consultative role in a UN- sponsored referen-
dum on self-determination.
Spain fears that such a referendum would pave
the way for Moroccan control of the territory. Last
June the Moroccan Government backed independence
for Spanish Sahara

NOTE
Togo: President Grunitzky, with the belated
backing of Chief of Staff Eyadema and most of Togo's
Army, appears to have put down yesterday's coup at-
tempt. The plotters at their peak managed to seize
the Lome radio station for a few hours and to put
several thousand anti-Grunitzky demonstrators on the
streets. A stiff curfew has now been imposed, and
police are seeking the leader of the opposition Togo
Unity party. Grunitzky still faces serious political
problems, however, as he bargains with representa-
tives of Togo's many factions to re lace the cabinet
he dismissed on 20 November.
