Czechoslovakia - Warsaw Paq: Czech news media
are bilMig-tTe _Vltava exerd-i-s-e, scheduled for September,
as the largest Warsaw Pact exercise ever held. Elements
of several airborne and other ground force divisions ap-
parently will be transported by rail and air from the
western military districts of the USSR to Czechoslovakia
to demonstrate the USSR's growing capability for rapid
reinforcement of Eastern Europe. The Czechs also plan
a giant postexercise parade, which may feature such weap-
ons as the new FROG-7 tactical rocket, first shown in
Moscow last November and in Warsaw a month agg.

Irsrael- Syria: - Itesterday's clash, in which the Israe-
lis claim two Syrian MiGs were shot down, was the
second serious incident in a little over a month. On 14
July, Israeli aircraft attacked Syria's Jordan waters
diversion project. The 15 August incident began when an
Israeli patrol boat ran aground close to the eastern shore-
line of the Sea of Galilee and exchanged fire with Syrian
artillery. Although Israel claims sovereignty over the
Sea, Israeli boats for several years had refrained from 25X1

Cuba - Latin America: The Communist-dominated
Latin American Student Congress, which met in Havana
29 July to 11 August, has laid the groundwork for estab-
lishing a permanent regional student organization. The
final communique of the congress specifically endorsed
"armed struggle" as the best vehicle for revolution in
Latin America and urged students to take up arms against
"Yankee imperialism. " The location of the headquarters
of this organization in Havana will give Cuba excellent
"cover" for providing errilla warfare training to Latin
American extremists,
