SUBJECT: Auxiliary File for the DARE System
1. With a number of questions in mind concerning the security of the new
DARE auxiliary system, I visited Office of Data Processing and Office of
Communications on 5 February 1982. of the tape library answered
a number of questions concerning the handling and storage of tapes
of the ODP training staff clarified several overall questions, and
of OC reassured me concerning transmission methods.
2. The DARE system has been assigned a dedicated minidisc with a special
access password for keying compartmented data. These entries will be transferred
to an auxiliary tape file on our instructions. When this happens, the same
information will be batched to the main file, except that the title field for
each item will read "see OPI."
3. The minidisc is protected from spillage to another file by being
assigned (i.e., dedicated) only to the person giving the correct password. No
other offices or systems share space on the disc. I was able to ascertain only
one case in which there might be spillage; that would be possible if the system
"crashed" during keying, but the spillage would be back to the input terminal
screen only.
4. All tapes are handled alike - stored in a vault and handled only by
authorized personnel. Tapes are identified by number, and members of the tape
library do not know to which system or office they belong nor can they read
the data. On request, tape numbers are matched to password for positive
control. Over a period of several hours, I was able to observe the fact that
access to the Ruffing Center is strictly controlled and that visitors are
escorted, even those with verified clearances.
5. A back-up tape of all input for each 24-hour period is kept by
Customer Service Branch. These are handled in the same manner as the library
tapes and erased after 7 days.
6. Transmission of all data between buildings is enciphered by OC and
monitored only for trouble-shooting. The monitoring equipment is in a limited
access area. When we request listings through the ORD facility, the data
output is held at Ruffing Center until we say print; it is then transmitted to
the printer at Ames and erased immediately at the source. No memory remains
stored at Ames or Headquarters. If the printing was unsuccessful, the program
must be re-entered.
7. I am satisfied that the DARE system auxiliary is secure and that we
may safely begin using it.
