As promised, I am forwarding attached the following documents of interest re above captio.ned subject: -- a copy of S. 930, as introduced, and as amended (amendment in the Nature of a Substitute - No. 387); and, -- a "Background Sheet and Talking Points" paper re Parking which will serve to inform you of all legislative initiatives in this area to date. 2. As I told you in our telecon, we have succeeded in having included in the newly introduced version of 5.930, the proposed "Federal Employee Parking Act," a provision which we believe would effectively exempt the Headquarters compound' and certain other outlying Agency facilities from the imposition of parking fees. The Bill now specifies (see highlighted provisions) that if there are no charges for publicly available parking facilities in business or commercial areas in the general locality of a Federal facility, no fees will be assessed against the Federal employees at the facility. 3. The OMB "final guidelines" issued this week must be compared with the provisions of S. 930. Should the Bill be enacted into law, its provisions would, of course, control. The legislation currently is pending before the full Senate Governmental Affairs Committee which, to date, has held one day of hearings. As of this writing no further action is scheduled.
