Indonesia- Philippines-Malaysia: Recent Indo-
nesian-Philippine talks in Bangkok may have promoted
progress on several area problems.
Meetings between Foreign Ministers Malik of
Indonesia and Ramos of the Philippines., on..30 April-
and 1 May apparently resulted in.an understanding on
the Philippines' recognition of Malaysia and Indonesia's
recognition of Singapore. The Philippines once more
agreed to delay normalizing relations with Malaysia,
and recognition now is reported to be scheduled for
the first week of June. Indonesia apparently hopes to
announce formal recognition of Singapore a few days
later.
The problem of Indonesia's three-year confronta-
tion with Malaysia was also discussed at Bangkok both
by Malik and Ramos and in a private meeting on 1 May
between Malik and Ghazali, Malaysia's ranking Foreign
Ministry official. Malik again proposed some kind of
survey in Malaysia's Borneo territories as to whether
the people want to remain under Malaysian administra-
tion. According to an unconfirmed press report from
Kuala Lumpur on 4 May, Malaysia is willing to hold
peace talks with Indonesia if the present "calm" on the
Borneo border continues.
Indonesia's follow-up on the confrontation problem,
however, depends greatly on domestic developments,
particularly the pace of the campaign to denigrate
President Sukarno. Ramos observed on 4 May that
confrontation was not likely to end suddenly.

Dominican Republic: Isolated clashes between
partisans of presidential candidates Bosch and Balaguer
continue throughout the country.
Among such incidents was one last weekend in the
Cibao Valley, which led to a death and numerous in-
juries. The violence usually starts during rallies or
other political activities. What begins as insulting
taunts and rock throwing often degenerates into knife-
wielding, pistol-shooting melees.
The national police, who have primary responsi-
bility for public order outside the capital and Santiago,
are usually poorly trained and.equipped, and often par-
tial to one group. Their responses have ranged from
overreacting with lethal measures to indifference.
Reformist Party candidate Balaguer publicly
charged on 29 April that Bosch's Dominican Revolu-
tionary Party and others have instigated attacks by
young ruffians against his followers. He acknowledged
that some of his own supporters have been guilty of
similar tactics and indicted Dominicans as a whole for
"acting out of collective madness. 11 In reporting
Balaguer's speech, the US Embassy commented that
incidents over last weekend point up the validity of his
concern.
Under such conditions Bosch has chosen to cam-
paign from his well-guarded home, and Balaguer feels
obliged to be escorted by heavily armed bodyguards.
The prospects for a meaningful electoral contest
on 1 June could be jeopardized should the tempo of vio-
lence incKease or a principal political leader be assas-
