Cong : (Apcording to Ambassador Gullion, the
Soviet Union may be about to make a specific offer
to suPPlY, outside UN channels,-_Military aircraft
and other materiel to the Congo.
q9ngo army chief Mobutu has said that the Soviet
-1 '1-,
Embissy is drawing up a list of military items that
could be supplied. Adoula told Gullion he could not
refuse a spe cif ic offer - He said he would present the
offer to parliament, which would almost cerf4inly ac-
cept it. He said he would at that point resign.
qopgolese civilian and military officials have
recently been pressing their requests for US militar
equipment, especially aircraft. I i
*Mobutu has expressed con-
cern that the Congo army will mutiny against the gov-
ernment if some means are not found to counter Ka-
tangan air attacks against his forces in North Katanga.
!~~utu also claims that Yugoslavia has offered
to supply an undetermined number of jet aircraft and
crews to support. Leopoldville's efforts to end Katangan
secession and he is urging Adoula to accept if similar
aid cannot be obtained from the US. This claim is
highly questionable since Belgrade would have to sup-
ply US F-86's in violation of its agreements with
Was,hington which it has scrupulously observed in the
past.)

France -Alge ria-CThe French talks with Foreign
Minister Khemisti lasUVFPekend were amicable but
inconclusive, and are to be followed by further work-
ing-level meetings. There is apparently still wide
divergence on the amount of aid the French are to
furnish in 1963. The issues of French military bases
in Algeria and nuclear test sites in the Sahara were
got raised
