Intelligence Effor.ts Against Communist China REFERENCE USIB -M-395, 1 July 1965, item 4 1. The following excerpt on the subject from the minutes of the 1 July meeting of the United States Intelligence Board (reference item as approved without change at the 15 July USIB meeting) is circulated herewith for information and guidance of all concerned: "The Chairman, referring to his previously expressed concern on the subject, stated that a review of Board discussions at recent USIB meetings indicated to'him that the Board is in agreement as to the necessity for continuous monitoring and review of the Community's collective efforts against Communist China and for a means of drawing to the Board's attention steps which might be taken to eliminate deficiencies or effect.improvements in these efforts. "The Director indicated that in order to achieve these purposes and to assist him in fulfilling his respt1nsibilities as Director of Central Intelligence in this important matter, he had designated I of his staff to be his representative with respect to intelligence activities concerning Communist China_ -luhe JJC;1 stated that he would expect Ito keen him 25 and the Board informed of the programs and actions of member agencies concerning Communist China and to recommend to the DCI and USIB measures for improvement, both with regard to positive actions which might be taken and as to elimination of unwarranted duplication of the community's efforts. "In response to a question by the State member concerning the DCI statement regarding unwarranted duplication of effort, the Chairman stated he assumed that, as we go along in the future, we would find a number of ways in which particular intelligence efforts against Communist China could be accomplished, and he wished to avoid unnecessary competition for manpower and other resources. Review of Intelligence Activities Against Communist China a. Note the reports on the subject by Board members circulated as USJB-D-64.6/21. b. Approve the recommendations on the subject by the Critical Collection Problems Committee (CCPC) contained in Annex A of USIB-D-64. 6/23, subject to changing the reporting period in Recom- mendation g. from six to three months. 7. Post-Mortem on NIE 13-9-65, "Communist China's Foreign Policy" a. Approve the subject Post-Mortem. b. Request USIB members to take'such actions as they deem appropriate with respect to the serious gaps cited in the Findings of this Post-Mortem. c. Refer the subject Post-Mortem to the CCPC for review and for consideration, and report to the USIB of actions being taken or deemed appropriate regarding the serious gaps cited therein. 8. He was convinced that measures must be developed to provide for: a. Continuing scrutiny of the overall community effort on the Communist China problem, including the status of implementation of USIB decisions related thereto, such as those in items 6 and 7 above. b. Advice and recommendations as required to the DCI . and USIB on actions to correct deficiencies or achieve improvements. c.: Communications by the DCI as appropriate to the Secretary of State, the Secretary of Defense and other top level officials to express his personal belief that first priority should now be given to certain intelligence efforts to produce essential. operational intelligence data on Communist China. The DCI said that he was directing Dr. Cline to submit for USIB consideration at an early meeting proposals to accomplish the measures outlined above, along with his recommendations for long-term actions on this general subject pursuant to the Chairman's request in the 19 May USIB 'meeting, and taking into account the results of the recent Quadripartite Conference. -6- SECRET Approved For Release 2005/01/05 : CIA-RDP73B00148A000200030011-6 25
