SECRET "Approved For Release 2004/12/15 : CIA-RDP67-00059A000200130012-2 Approved For Release 2004/12/15 : CIA-RDP67-00059AO00200136012-2 SECRET PLANS AND POLICY STAFF As the advisory body to the Assistant Director, ORE, and the compo- nents of his Office on plans, policies and procedures pertaining to fulfillment of the ORE mission: to Reviews and analyzes continuously the assigned mission of ORE, its organization and operation in relation to its assigned mission, and in relation to its supporting and collateral agencies, and prepares organizational and operational plans, programs, policies, procedures, and implementing directives as may be required to facilitate the production of national intelligence. 2. In consultation with the appropriate components of ORE and the IAC agencies, the NSC staff, SANACC, and the JIG, prepares, maintains and reviews the execution of a program for the production and presentation of national intelligence designed to meet, at all times, the ir'- telligence requirements of the national security. 3. Processes and reviews the formulation of requirements for intelligence data obtainable from all sources, and in collaboration with other CIA components and the IAC agencies, coordinates and consolidates assessments of adequacy, accuracy, and timeliness of available intelli- gence data, preparing and initiating recommended CIA action calculated to remove qualitative and quantitative deficiencies. 4. Coordinates the formulation of the National Intelligence Objectives by ORE, in collaboration with the IAC agen- cies and under guidance of the NBC staffs s. Arranges for, and supervises liaison between ORE and other agencies. Advises the Assistant Director on all ad- ministrative and organizational matters, 2. Develops administrative procedures and supervises their implenentation. 3. Provides all administrative services, in- eluding budget, personnel, supply, and space for the Office, and graphic presen- tation services for all components of CIA. 4. Provides for the maintenance of internal security, both pbyeical and personal. Provides facilities for the expeditious ? dicseination of all incoming intelligence information. 6, Provides .facilities for oral and graphic presentations of intelligence. Determines, in collaboration with appropriate ORE components, and recommends the nature, scope, terms of reference, format, and periodicity of the various media required to present national current intelligence. 2, Based upon the daily flaw of current intelli' genes data, and in collaboration with the producing components of ORE, selects those items for presentation, which, in the interests of national security, should be brought to the attention of the President and the Cabinet and Staff Officers of the State, Array, Navy, and Air Departments; ascertaining the specific interests of the above named recipients in: current trends in order to insure coverage pertinent to such interests. Coordinates the production of current intelli- gence within ORE, and reviews, selects, adapts, publishes, and arranges for its dissemination. Ascertains and determines CIA and interde- partmental, interests in basic intelligence, and, in collaboration with appropriate agencies, establishes require.wnts for its production. 2. Accomplishes, in collaboration with appro- priate agencies, the allocation of responsi- bilities for the production and maintenance of basic intelligence, including such allocations within ORE as are deemed appro- priate. 3. Administers the program for the production and maintenance of the National Intelligence Surveys, including the determination of pro- duction priorities and schedules, the coordination of effort between producing components, the allocations within Ott of responsibilities for substantive review of basic intelligence produced externally, and the editing, and arranging for publication and dissemination of the finished product. Administers the program for the production of national staff intelligence, including: the scheduling of individual reports and estimateaj the allocation of production responsibilities within ORE and the IAC agencies; the coordination of effort and review by CRE producing components; the action required to obtain concurrences or dissents from the IAC agencies; the review of, and arrangconts for publication and dissemination of the finished product. In collaboration with the other intelligence producing components of ORE, and the IAC agencies, the ISC, and the JCS, produces, reviews, and maintains appraisals of the relative strategic significance of each foreign area to the U.S. 3. Reviews reports and estimates produced by other ORE components and makes recoixiendations regarding the adequacy of treatment accorded situations within its sphere of responsibilities, 4. Reviews the formulated national intelligence objectives and rends the overall relative priority design tion in each case. Provides expert consultant services to the producing com- ponents of ORE, and collaborates with them in the ful- fillment of their prescribed mission. 2. Reviews reports and estimates produced by other ORE com- ponents and makes recommendations regarding the-adequacy of treatment accorded to its specialized field of inquiry. 3? Formulates those national intelligence. objectives within its designated field of inquiry which, when met, will fulfill the intelligence requirements of the national security. 4. on its own initiative, and in response to specific requests, and in coordination with appropriate IAC agencies, utilizing available departmental intelligence to the maximum practi- cable extent, produces and presents national intelligence designed to report and interpret, on a functional intelli- gence basis, the significance of those conditions and developments pertaining to the national security which are required for the formulation and administration of U..S. national security policy and operational decisions. For those fields of inquiry for which it has exclusive responsibility, evaluates available intelligence informa- tion and irtelligence; assesses its adequacy, accuracy, and timeliness; prepares reports of such assessments for the guidance of collection and source exploitation agencies formulates requirements for the collection and exploitation of such data in order to insure: a steady flow of material responsiveto production requirements, and the removal of qualitative and quantitative deficiencies in the normal collection and source exploitation effort. 6. Acco; lishes substantive review of basic intelligence pro- duced by other agencies to determine its acceptability for inclusion in the National Intelligence Surveys. REGIONAL BRAMHES As the fundamental intelligence evaluation, research and pro- duction component of ORE, and within the limits of its assigned geographical area, but exclusive of scientific, civil air trans- portation, trans-oceanic shipping, and international organiza- tions intelligence, each Regional Branch: 1. Formulates those national intelligence objectives which, when met, will fulfill the intelligence re- quirements of the national security. 2. On its own initiative, and in response to specific requests, and in coordination with appropriate IAC agencies, utilizing available departmental intelli- gence to the maximum practicable extent, produces and presents national intelligence designed to re- port and interpret the individual and composite significance. of conditions, changes, trends, and developments in foreign political, economic, sociological, military, and other situations per- taining to the national security, required for the formulation and administration of US national security policy and operational decisions. Evaluates available intelligence information and intelligence; assesses its adequacy, accuracy, and timeliness; prepares reports of such assessments for the guidance of collection and source exploita- tion agencies; formulates requirements for the collection and exploitation of such data in order to insure a steady flow of material responsive to production requirements, and the removal of qualitative and quantitative deficiencies in the normal collection and source exploitation effort. 4. Accomplishes substantive review of basic intelli- gence produced by other agencies to determine its acceptability for inclusion in the National Intelli- gence Surveys. Coordinates the formulation of inter-departmental requirements for the procurement of foreign rasps, charts? and related data; and provides the Department of State with recommendations to effect nap pro- curernont in foreign areas through Foreign Service facilities. 2. Prepares map intelligonce reports in collaboration with appropriate ORE components; which evaluate the accuracy and suitability of foreign maps and charts for epoeific intelligence purposes; which determine the adequacy of mapping activities and U.S. map holdings for intelligence requirements; which present and interpret territorial claims and boundary dis- putes; and which consist of cartographic and textual presentations of intelligence data. 3. Prepares and compiles non-topographic specialized intelligenco subject maps to accompany intelligence reportsa.and to meet other specific intelligence requirements. 4. Assists in the basic insteiligonce program by: pre- paring standard map bases and final map presentations; coordinating map requirements and specifications with contributing agencies; and coordinating and contributing to the map, chart, and photo appraisal chapter of National Intelligence Surveys. 5. raintains a library of specialized intelligence sub- ject maps and related data,, and provides inter- departmental services in connection therewith. 6. Represents C.I.A. on the U.S. Board of Geographic Names, the Joint Map and Photo Committee, J.C.S., and the Committee on Geographical r`drploration, R.D.B. On its own initiative, and in response to specific re- quests, and in coordination with appropriate SAC agencies,, utilizing available departmental intelligence to the maximum practicable extent, produces and presents national scientific intelligence designed to report and interpret the status and progress of foreign scientific research and developments which affect the military and economic capabilities and potentials of all'foreign nations. 3. Evaluates available scientific intelligence information and scientific intelligence; assesses its adequacy, accuracy, and timeliness; prepares reports of such assess-- ments for the guidance of collection and source exploita- tion agencies; formulates requirements for the- collection and exploitation of such data in order to insure a steady flow of material responsive to production requirements, and the removal of qualitative and quantitative deficien- cies in the normal collection and source exploitation effort0 49 Accomplishes substantive review of basic scientific in- telligence produced by other agencies to determine its acceptability for inclusion in the National Intelligence Surveys. 5. In collaboration with appropriate CIA components and the TAG agencies, advises and aids in the development, coordina- tion and execution of the overall plans and. policies for interagency scientific intelligence activities, including plans for centralized scientific intelligence services and plans for coordinated interagency scientific intelligence production. 6. Advises the Assistant Director, ORE, and the Director of Central Intelligence on scientific intelligence, ands when authorized, acts as the coordinator of the scientific in- telligence activities of CIA. 7.
