JOURNAL OFFICE OF LEGISLATIVE COUNSEL Thursday - 11 August 1966 1, Mr. Robert Michaels, House Appropriations Committee staff, called to inquire if he could meet with appropriate people at the Agency tomorrow at three o'clock to discuss certain changes which were brought to his attention by Mr. Anthony of the Defense Department. After checking with Mr. Clarke,who will get appropriate policy guidance, arrangements were confirmed. 2. Talked with William Darden and William Woodruff explaining the Director's desire that they be briefed by Colonel White concerning some of the questions and points raised at the meeting on 9 August on the on the Hill. Mr. Woodruff will not be able to make it this week. Mr. Darden's plans are to be away next week although these are not firm. This matter will be checked further to attempt to set a date. 3. Met with Mr. Carl Marcy, Senate Foreign Relations Committee staff, during the day and discussed again in a light vein the I I clarified that the non-Agency member of the Board is actually with us for duty but has only recently arrived and does hold all the necessary clearances. Mr. Marcy felt that this was well and noted that this had been a personal query on his part in our conversation of yesterday; that it just seemed that the Agency, when faced with this type situation, should take every precaution to insure that no question arrives later as to the propriety of the actions taken by the Agency. I also reviewed, in the time available, the Committee transcript of Friday, 29 July. 4. I I Met with Mr. Phil Kelleher, House Armed Services Committee, and provided various editorial and typographic corrections for the transcript of the House Armed Services Committee hearing on H. R. 16306. It is anticipated that the hearings, amended bill, and report will be forwarded to the printers today. Met with Representative Albert Quie, (R. , Minn.) an his Administrative Assistant, Reynold Bergquist, concerning the employment of I land advised for the Congressman's personal information that I entered into employment with another organization on 31 July. Representative Quie was most appreciative and indicated that he would close his file without further notation. 2. 1 Met with Mr. Philip Kelleher, Counsel, House Armed Services Committee, and received a copy of the transcript of the executive session of the full House Armed Services Committee on 9 August for review and correction. This transcript relates to H. R. 16306, referred to in the presentation of the full Committee as the CIA legislation. 3.1 --j Met with Mr. Carl Marcy, Staff Director, Senate Foreign Relations Committee, and requested a copy of the transcript of the DCI's appearance before Foreign Relations Committee on 29 July. Mr. Marcy indicated that as a personal note, he didn't see why a copy couldn't be made available for the Director but in keeping with Committee policy, he did want to mention the matter to the Chairman. I also discussed briefly thel in the light of Senator McCarthy's request that the Committee staff keep him advised on the matter. I noted that the Director had appointed a Board of Inquiry, which is meeting; and in response to Mr. Marcy's query, I advised that it was my understanding that the Chairman is from outside the Agency. Mr. Marcy requested that he be kept advised as appropriate information became available for transmittal on this matter. Mr. Arthur Kuhl, Chief Clerk, called later in the day and advised that Mr. Marcy had talked to the Chairman concerning the transcript of Mr. Helms' appearance. The Chairman felt that under the Committee rules, it would be necessary to take the matter before the full Committee for approval. However, it was indicated that if we desired, we might come by and review the transcript in the Committee rooms. I thanked Mr. Kuhl very much for the Chairman's courtesy and arranged to review the transcript tomorrow morning.
