Monday - 29 August 1966
1. Met with Mr. Philip Kelleher, House
Armed Services Committee, who advised that there is no informa-
tion as yet as to the handling of H. R. 16306 on the floor. He will
check again and be in touch as soon as there is any news.
2. Met briefly with Mr. J. R. Blandford,
Counsel, House Armed Services Committee, and discussed the
letter with him. Mr. Blandford had little constructive to
offer but did suggest that the Chairman see the response before it
goes back.
3. Met with Mark Shields, Assistant to
Senator William Proxmire (D., Wis.) concerning the Friday after-
noon briefing. Mr. Shields was very enthusiastic in his remarks
about Friday's meeting and feels that the Senator was very pleased
and appreciative of our keeping him in mind when the five ChiCom
economy studies are finished. He noted that should there be any
question of use in material provided on Friday, that he will call me
to insure proper handling of any material considered classified.
4. Met with Representative Porter Hardy,
Jr. (D. , Va.) and discussed with him the letter. See Memo- 25X1A
randum for the Record.
Also met with Representative Hardy's assistant, Thad
Murray, and discussed briefly with him the case. Mr. 25X1A
Murray advised that he did not know Mr. William Shapero, the
attorney in the case, other than as a member of the Bar.

Friday - 19 August 1966
1. Met with Mr. Charles Johnson, Staff
Director, and John Martiny, Counsel, House Post Office and Civil
Service Committee staff, and discussed in general terms, legislative
activities of the Committee for the remainder of the session. As in
the past, they were most courteous in providing time for the meeting
and in their generosity of their remarks about the Agency.
2. I I Was advised by Miss Louise Ellis,
House Armed Services Committee staff, at the end of the day that no
further information had been forthcoming from Representative Philbin
concerning the handling of the Agency bill on the floor.
3. et with Mr. James Gehrig, Staff
Director, Senate Aeronautical and Space Sciences Committee, who
advised that he expects to be in touch during the week to schedule a
briefing for the Chairman and certain senior members of the Committee
updating the information received by the Committee on Soviet space
activities early in the spring.
4. I I Received from Mr. Peter Gerardi,
House Science and Astronautics Committee, updated rosters of the
Committee's Panel on Science and Technology and the Research Manage-
ment Advisory Panel.
5. I I Left with William Woodruff, Senate Appropriations
Committee staff, a letter of 18 August 1966 to Chairman Hayden from the
Director concerning the release of funds from the Reserve. Mr. Woodruff
stated he would deliver this one as well as the earlier one of several days
ago to Mr. Darden on Monday.

5. Talked to Mr. Dick Derrin in the office
of Representative Cornelius Gallagher (D. , N. J. ), who advised that the
Congressman had a man coming into see him this afternoon and for the
meeting, he needed to know the legal citations of the Agency retirement
systems. I referred Mr. Derrin to the Civil Service Retirement Act
and the Agency retirement provisions under 50 U. S. C. 403 note in the
United States Code. Mr. Derrin thanked me very much and indicated
that this information would be sufficient for the Congressman's needs.
No further explanation, as to whether the person meeting the Congressman
might be an Agency employee, was forthcoming.
6. Miss Ann Purcell, Appointment Secre-
tary to Senator William Proxmire, called and confirmed an appointment
for me to meet with the Senator 9:30 Monday morning.
7. Met with Miss Louise Ellis, House
Armed Services Committee, staff, who advised that Representative Philbin
has not been able to make any arrangements with the leadership as yet for
the handling of H. R. 16306 on the floor of the House. She will keep us
advised of any change.

6. (Internal Use Only - JGO) Met with Miss Ann Purcell,
appointment secretary to Senator William W. Proxmire, (D. , Wis. ),
who advised that the Senator's schedule was most difficult the remainder
of this week but that she would arrange an appointment for me for 9:30
either Monday or Tuesday and will confirm it with our office during the
day tomorrow.
7. (Unclassified - JGO) Met with Miss Irma Hanneman in the
office of Senator Gale W. McGee, who advised that the Senator will be
in and out of the city during the next few days and that it would be
appreciated if I would check back with the office on Tuesday when the
Senator's schedule for the remainder of the week will be known.
8. (Unclassified - JGO) Met with Mr. LeGrand Rouse, Senate
Post Office and Civil Service Committee, and reviewed with him various
items of legislation pending before the Committee. I also tentatively
arranged later with Counsel, to fill him in on the
proposed Agency legislation after House action is completed on our bill.
9. (Unclassified - JSW) Talked with Mr. Blandford, House
Armed Services Committee, on Goodell's bill introduced to establish
a national defense blue ribbon commission. Blandford stated that neither
this one nor other similar measures appear to have any chance for
passage or even hearings.
10. (Internal Use Only JSW) Talked with Congressman Glen
Lipscomb attempting to get some information on a former congressman.
Mr. Lipscomb said he had planned to call me on this since he did have
some thoughts that might be of assistance. Arrangements were made to
see him at 11 o'clock tomorrow.
11. (Unclassified - JSW) Mr. Sullivan in Senator Brewster's office
called to indicate the Senator's interest in He will

Friday - 12 August 1966
1. Mr. Robert Michaels, House
Appropriations Committee staff, called to say that in view of the
Defense Appropriations bill coming on the Senate floor today, he will
be unable to visit the Agency this afternoon. Colonel White and
Mr. Clarke were informed.
2. Met with Mr. Phil Kelleher, House
Armed Services Committee, concerning H. R. 16306 and the Committee
report. Mr. Kelleher is preparing for the Chairman's appearance
before Rules Committee and the floor, but no time is scheduled yet
for the Rules Committee appearance.
3. Met with Mr. James Gehrig, Staff
Director, senate Aeronautical and Space Sciences Committee, at his
request to follow up on yesterday's meeting. Mr. Gehrig advised that
he had not had time for the necessary preparations on his part before
meeting with the Chairman concerning the scheduling of a meeting with
the Chairman and the senior Committee members. He will call me
when he has seen the Chairman, presumably some time during the
coming week.
4. Received from Mr. Herbert Atkinson,
Senate Armed Services Committee, fifteen copies of H. R. 16306, a bill
to amend the Central Intelligence Agency Act of 1949, as amended, and
for other purposes; and House Report 1835, which accompanies the bill.
Security Committee,
called requesting information on the foreign nationals
making up the Bertrand Russell War Crimes Commission. The Biographi-
cal Registry is working on this.
