Dear Bill:
I would like to express my special appreciation
for the valuable support which the Central Intelligence
Agency has provided me and the Treasury Department
over the last few weeks. Various elements of your
organization have been particularly helpful in preparing
papers and briefing materials for my meetings at the
GATT Ministerial sessions in Tokyo, the Nairobi meetings
of the IMF and the joint US-USSR economic meetings in
Moscow. Your Office of Economic Research has also
prepared materials for us on the world grain situation
and Chile. Q and who are currently
assigned here from CIA, have been very active and helpful
in these efforts.
I want this to be a two-way street. We are seeking
to ensure more active participation in the USIB and in a
number of its activities. I am -urging that we do all we
can to improve Treasury's contribution to the general
intelligence effort. In particular, we hope to improve
Treasury's input to the National Intelligence Estimates
and to help assure that they provide the best possible
assessment of economic issues for senior policy officials.
I think you will agree that much still needs to be
done, and I look forward to further development of this
relationship in the future.
