MEMORANDUM FOR THE RECORD
1. Mr. William Knox of the Office of Science and Tech-
nology (OST), (White House), heads up a panel called "Guidance
and Evaluation Panel", a joint venture by consultants to OST
and the President's Foreign Intelligence Advisory Board.
2, This panel was created by a presidential decree to Dr.
Hornig, Scientific Advisor to the President. The decree was in
October 1965 and the existence and purposes of the panel were
briefly described in a letter to the DCI from Dr. Hornig dated
16 November 1965.
3. In general terms, ? the purpose of the panel is to deter-
mine whether or not a free flow of scientific information within
the intelligence community is impeded by security controls. The
panel will particularly study whether security controls impede the
use of computers in recording scientific information.
