Polygraph Program. 1. Thin memorandum is for the infarmatian of the Deputy Director of Central Intelligence. 2. The Office of Security is. responsible for the conduct of the polygraph program of CIA, Begun in 1948, at the direction of the DPI, it soon reached the. point in 1951 where all applicants for employment were given polygraph examinations. 3. The fallowing categories. of personnel are polygraphed: a:. All staff and staff-type applicants,. employees, military and civilian personnel formally assigned from. other agencies. 25X1 25X1 25X1 b. All covert employees recruited in the U. S. , 25X1 when the- test is considered necessary b the. Deput Director (Plans] and the Director of Security. painted out that, through the years: c. .all personnel assigned to guard, maintenance. and char farce duties in the Headquarters Building. d. Consultants on an individual case basis with the. concurrence of the Deputy Director concerned. Of the current list of abou~consultants, ~h.ave not been tested because. of unavailability, are in a pending status or will not have access to highly sensitive material. 6. There are two major exceptions. to the above procedures: a. No person with a serious.. physical or emotional disability is polygraphed until the disability is corrected. b. Girls. under 1$ years of age are cleared through SECRET only and are not polygraphed.
