INTELLIGENCE MEMORANDUM
1. Heavy fighting continues in the Sialkot
area, with Pakistan and India making widely varying
claims. According to Pakistani sources nearly 100
Indian tanks have been destroyed in the past two
days and the Indian attack has been halted. The
Pakistani's also claim to have crossed the Indian
border south of Lahore. According to Indian reports
their forces in the Sialkot area are having success
and have destroyed large numbers of Pakistani tanks.
South of Lahore the Indians claim they have pene-
trated five miles inside Pakistan. There is no
confirmation of the Pakistani claim that the southern-
most Indian invading force has been driven back
across the border into Rajasthan Province.

has changed from victory claims and a discussion of
the necessity of fighting to a discussion. of how
peace can be brought about.
this may reflect concern that Pakistan lac s e men

3. An Indian note to Communist China, made
public yesterday, accused Peiping of a "mischievous"
attempt to connect India's fight with Pakistan and

border in August, and warned that the involvement
of external forces in its dispute with Pakistan would
only impede peace efforts.
4. Indonesia's ambassador in Karachi reiterated
his country's support for Pakistan telling a Karachi
crowd that Indonesia is ready to send a million
volunteers to fight against India.
5. Early yesterday Iranian Prime Minister
Hoveida told the US ambassador in Tehran that Iran
was considering token military assistance to Pakistan
which would be primarily non-MAP materials, but could
include some F-86s. Ambassador Meyer's strong ob-
jections to the sending of MAP material apparently
changed the Iranians' minds, however, because later
the Shah told the ambassador he had decided to forego
sending MAP material. Although the Shah has apparently
decided to give Pakistan only slight military assistance,
the ambassador is not entirely convinced that some MAP
material will not be sent from Iran to Pakistan.
6. The American Broadcasting Company has told
the State Department that one of its correspondents
and two cameramen--both British subjects--have been
arrested in Rawalpindi. On 10 September, without
giving any reason for its action, Pakistan expelled
a US Army colonel.
