6.1 THIRD AGENCY Called Ron Heller,
Office of Legislative Affairs, FBI, regarding the Bureau's request for
CIA concurrence in the provision of FBI documents containing CIA
information to the Subcommittee on International Organizations, House.
International Relations Committee. Heller said that the Subcommittee
staff was contending that they had already seen the documents in their
entirety, and that there should be no impediment to supplying them. I
told Heller that while it was possible that the Subcommittee staff had
seen the FBI documents somewhere, they had seen only sanitized versions
of the CIA reports to the FBI upon which the FBI documents were based.
I told Heller that we felt strongly that the CIA information in the FBI
documents should not be provided in unsanitized form. I told him that we
would work on sanitizing the CIA information and return the documents to
the Bureau. I also asked Heller to check as to why we received only the
first page of several of the documents involved, and as to whether the
Bureau planned to make the documents available to the Subcommittee under
the provisions of the Memorandum of Understanding between the Justice
Department and the Subcommittee that was agreed to on 1 March 1978. Heller
promised to get back in touch with me on these questions.
7. LIAISON A meeting was held t1 s morning
in my office with Professor G. Robert Blakey, Chief Counsel and Director,
House Select Committee on Assassinations, and representatives of the
Agency's Records Management Staff and the Office of General Counsel to
discuss the lifting- of the moratorium on destruction of Agency documents.

8. BRIEFING Spoke with Jack Brady, House
International Relations Committee Chief of Staff, concerning the briefing of
the Committee set for 26 April on the Middle East arms balance. He said
the briefing date would have to be slipped and suggested we try for 3 May.
9. BRIEFINGS Called.Art Kuhl, Assistant
Secretary of the Senate, in follow up of Majority Leader Robert Byrd's
(D., W. Va.) expressed interest to Minority Leader Howard Baker (R., Tenn.)
for periodical substantive intelligence briefings. Kuhl will look. into the
matter and be back in touch.

11. I EMPLOYMENT REQUEST Received
a call from Kathy Perka, in the office of Representative Robert K. Dornan
(R., Calif.), asking for the details of the employment ad in the New York
Times of 2 April 1978, which I gave her.

12. I I LIAISON Alan Brown, House Permanent
Select Committee on Intelligence staff, called asking whether the Agency would
be willing to provide the Committee with copies of codeword cover sheets.
In subsequent conversations with Mr. Brown I have learned that they would
like to have roughly 100 copies of each of the major codeword areas. I said
I would look into this and get back to him.

75 copies of the witness list and of the DCI's statement for the 20 April
open hearing by the Subcommittee on Oversight, chaired by Representative
Les Aspin (D., Wis. ). Mr. Johnson told me that the "role of the ambassador"
would be covered during the hearing but that it would not get much
attention. He told me that 85 to 90% of the hearing would be devoted the regulations. 25X

Jay Epstein's book, Le end. I told him that I would look into it and get
back to him.
15.1 ADMINISTRATIVE DELIVERIES Delivered
the answers to te 99 questions based on the 15 and 16 March House Permanent
Select Committee on Intelligence hearings on Structure of CIA and the
Structure of the DDO, to the Committee. Also delivered a transcript and
answers to the questions to Chuck Snodgrass, on the staff of the House
Appropriations Committee.

Permanent Select Committee on intelligence staff, to ask him whether
Representative Charles Rose (D. , N. Car. ), Chairman, Subcommittee
on Evaluation, was still planning to bring a group of 50 members of the
Wilmington, North Carolina Chamber of Commerce out to the Agency
on 12 May. After checking with Representative Rose's office, Dick
assured me that the group would be coming and that he would obtain their
names ten days prior to their arrival here. I passed this information on to
PA.
17. LIAISON Accompanie OIG, 25
to a meeting with Bill Miller, Staff Director, Senate Select Committee on
Intelligence, and Mike Epstein, of the Committee staff, regarding Agency
contacts with Lawrence Merthan while he was an Administrative Assistant
to former Senator Eugene McCarth . Miller and Epstein had several
follow up questions. (See I Memorandum for the Record).
18.1 IAISON Met with Earl Eisenhower,
Senate Select Committee on Intelligence staff, who said he had talked with
former Agency employee about his grievances against the
Agency and Eisenhower needs more information from the Agency on
career. Eisenhower indicated 0 was interested in getting a private
bill sponsored for him but that he had discouraged this. Eisenhower
indicated 0 is asking for compensation and refiguring his annuity
and that his good name be restored.
19.1 LIAISON Called Mike Epstein, Senate
Select Committee on Intelligence staff, just before his interview with
former Agency employee and assured him that
had been informed that he could be u y responsive to the Committee ,s
questions.
20. LIAISON Met with Ed Levine, Senate
J Select Committee on Intelligence staff, and asked him to please put his
request for information abou 'n writing. Levine agreed.

21. LIAISON Mark Gitenstein and David
Bushong, both of the Senate Select Committee on Intelligence staff, met
with OGC, and discussed the Green Beret murder case.
22. ADMINISTRATIVE DELIVERIES
Delivered to Susan Mahler, Senate Select Committee on Intelligence staff,
a letter transmitting a report on the Intelligence Community for Senator Birch
Bayh (D., Ind.), Committee Chairman.
23. LIAISON Received a call from Holmes
rown, in the office of Senator Floyd Haskell (D., Colo. ), requesting
topographical maps of Egypt, Jordan, Syria, Israel and an inclusive map
of the Middle East. I told him they would be sent to him.
24. EMPLOYMENT REQUEST Received
a call from Joe Roman, in the Office of Representative Ronald Mottl
(D., Ohio), requesting one clerical and one professional employment
application. I told him they would be sent to him. OLC Registry was advised.
26. LIAISON Dan Childs, Senate Select
Committee on Intelligence staff, called to say Commander McMahon had
called to arrange meetings between the Director and Chairman Birch Bayh
(D., Ind.) and Senator William D. Hathaway, Chairman of the Subcommittee
on Budget Authorization. Childs understood the topic was the Intelligence
Community Staff reorganization, and he wondered what was happening.
I told him that the budget amendment was moving toward Presidential
approval and I assumed that the Director wished to talk about moving
quickly on the 1978 reprogramming as soon as the budget amendment was
approved.
