for the National Intelligence Medal of Achievement
1. I strongly recommend that the National Intelligence
Medal of Achievement be awarded tol
His exceptional, meritorious service to t e me igence Community
as Director of Performance Evaluation and Improvement of the
Intelligence Community Staff deserves the recognition which this
Community Award will afford. A proposed citation is attached.
2: has made major contributions to the
improvement of national intelligence and to the effectiveness of
the resource decisionmaking process in the 13 months he has served
with the Intelligence Community Staff. He was one of the primary
forces in interpreting the July 1977 Presidential Directive on
reorganization of the Intelligence Community and in conceptualizing
and developing the mission, functions and organization of the National
Intelligence Tasking Center.
3. During the past yearj has shown an
exceedingly astute grasp of the problems facing the Intelligence
Community and a unique ability to spell out those problems for
the DCI and the D/DCI/IC. He has been able to translate this
knowledge into an effective, innovative study and analysis program
for his office. As Director of Performance Evaluation and Improvement,
was responsible for directing reviews and evaluations
of all aspects of Intelligence Community performance. His broad back-
ground in resource management and systems analysis made him uniquely
qualified to lead this effort. His insights and leadership during
the FY 79 NFIP budget cycle were invaluable in coping with the
introduction of zero base budgeting and ensuring the clearest
presentation of alternatives to the DCI on program and budget decisions.

4. Under his guidance, the concept and methodology for
producing collection strategies was developed. This innovation has
received high marks throughout the Community and special praise from
the President's National Security Advisor, Mr. Zbigniew Brzezinski,
as a method for pulling together information requirements on a given
subject and the capabilities of all collection disciplines to respond
to those requirements leading to a plan for allocation of resources
and action.
5, has also made a significant contribution
in the analytical field through his leadership in the development
of mission analyses as a way of evaluating contributions and costs
of collection systems. The first mission analysis was headed by
OPEI on SALT monitoring in response to a request from the Senate
Select Committee on Intelligence (SSCI). The report was very highly
praised by the SSCI chairman. Prior to his departure, he has launched
his analysts on a second major effort using this methodology to develop
a mission analysis of indications and warning.
6. His advice and counsel to me has been very valuable and
helpful in the reorganization of the IC Staff and the realignment
of OPEI functions within the Resource Management Staff.. His exceptional
competence, executive leadership and significant contributions to the
Intelligence Community during the past year should be recognized
publicly by the award of this medal.

Decisiveness, keen intellect and vision have marked his
leadership in the Intelligence Community. In addition,
has constantly displayed abilities and skills of the highest
caliber, producing positive results for the improvement of national
intelligence.

past year of reorganization and redirection on several levels.
I believe his outstanding work as Director of Performance Evaluation

Community award.
