PRESENT: Mr. Dulles, General Cabell (part of mtg.), Mr. Amory,
Cols White, Messrs. Helms, Kirkpatrick, Roosevelt,
Sheldon (part of mtg.),
Mr. Dulles:

and asked
Mr. Roosevelt to prepare an analysis of Diem's assets if he
goes out, i,e., what would go down the drain and what would be
left*
b. Noted that Assistant Secretary of the Navy William B.
Franke plans to leave on 4 May to inspect Naval installations
in the Far East and asked Mr. Helms to advise our station
chiefs along the way to "be very frank with Mr. Franke", since
he is thoroughly familiar with our covert operations in connec-
tion with his membership on the Doolittle Committee. The
Director said we should particularly raise any problems involv-
ing and Mr. Kirkpatrick suggested that our people
be informed that Franke might well ask questions on financial
matters since he had gone into this very thoroughly while
serving on the Doolittle Committee.
Noted he had been advised by Dr. Chadwell that either the
Secretary of Defense or his Deputy had signed the ELINT paper
and the next step would require the Director's approval before
going to the NSC. Mr. Dulles asked if it was necessary for
NSCID's to be formerly approved by the IAC before consideration
b the Council. After some discussion the Director asked Mr.
~to obtain the opinion of General Counsel.
Mr, Roosevelt:
Noted that he had seen an article in the Star_ of 25 April
indicating that Ambassador Willauer had been a ed by State
to resign, and raised the question as to whether Willauer had
actually resigned as a Member of the Board of CAT or was on
leave of absence. Col. White undertook to find out.
Mr, Amory:
Noted he had seen yesterday who had advised
that he intended to go to for a meeting in May and there-

after planned to visit the Near Middle East area. Mr. Amory
said II would be here on 20 May for a briefing. The
Director indicated he would like to see him at that time. Mr.
Amory also said that Thad asked whether
Kirkpatrick said he knew 0 well and undertook to prepare
his curriculum vitae for the Directors consideration in connec-
tion with this proposal,
Mr. Kirkpatrick:
a, Noted that after the Director had left the luncheon
for Congressman Dawson, he indicated he did not desire any
further briefing for himself or his committee and, in fact,
the points about CIA which had caused him some concern had
been fully covered to his satisfaction during the discussion
at this luncheon meeting. The Director said he thought
Congressman Vinson had asked him to see Congressman Dawson,
and if so, we should call him and advise that this had been
done. Mr. Kirkpatrick said he recalled it was Congressman
McCormack who had asked the Director to see Congressman Dawson
and undertook to find out who had made the request*
b. Recommended that when Congressman Powell of New York
returns to the United States we ask him in for a debriefing.
The Director approved.
c. Noted that the full Clark Committee would be in
Washington May 12 - 14, however, he had been unable to determine
on which of these days the Director would be called. Mr.
Dulles said in view of this he would cancel his proposed trip
to San Francisco on 13 May.
d. Noted he had been advised by Col,. Grogan that the
Harknesses were planning to do a piece in the near future on
security in the government and that one of our employees who
had been terminated for security reasons had already been in
touch with Mrs. Harkness. The Director said he had no objection
if Mr. Kirkpatrick advises Mrs. Harkness that he (DCI) had
personally gone over this former employees file and had made
the decision for termination. It was suggested that the
Harknesses be given a briefing on the unclassified portion of
CIA's security program and the Director approved, noting he
would leave to Mr. Kirkpatrick's discretion what this briefing
should include.
Col. White:
Reported he had been in touch with Mr. Brundage of the

Bureau of the Budget in connection with our construction program
