White, Messrs, Kirkpatrick, Helms, Bissell, Roosevelt, Sheldon, 1 25X1 25X1 Mr. Dulles: a. Referred to a report that the Binh Xuyen group had been infiltrated by the Communists and asked to determine 25X1 whether we have any evidence to substantiate this, Cr s,-- Ir 4 s s, E_. 25X1 c. Noted an article in a recent issue of the Washington Daily News respecting brain-washing and what to do with returned brain-washed members of the military services. After some dis- cussion it was agreed that a brief paper on this subject would be prepared by DD/P which the Director will take up at an early OCB Meeting. Mr. Roosevelt pointed out that we had been in close touch with representatives of the IAC on this matter. M!r. reminded the Director he had promised the NSC during his quarterly report on 21 April that he would furnish the Council members further information on brain-washing. The Director saic he would at a future NSC meeting advise the members that we had made available appropriate information on this subject to the intelligence community. In connection with the above-referred to 0CB paper, the Director asked Mr, 0 to insure that a 25X1 copy is furnished Col. Goodpaster. d. Stated he had read report on his trip 25X1 to North Africa and noted that certain portions should be brought to the attention of the Air Force. General Cabell undertook to follow through on this. The Director also stated he believed report should be sanitized and disseminated. e* Noted he had read with a great deal of interest I report on Italy, Amb. Luce's comments thereon, and rejoinder. Bissell and Helms to draft a reply. The Director said he felt that such guidance we intend to give 1 should be cleared with the Department of State, General Cabell: Circulated to those present a draft memorandum to the Field respecting news from the home office.
