PRESENT: Mr. Dulles, General Cabell, Col, White, Messrs.
kpatrick, Helms, Bissell, Roosevelt, Sheldon,
Bor. Dulles:

(IN 39960) and directed that a matter referred to therein be
followed "extremely closely". In this connection the Director
noted that we had close ties with the private organization
mentioned in this message,
b. Noted he had made a strong protest at OCB yesterday
against bringing to the United States for plastic surgery
some 20 odd "Japanese Maidens" who were disfigured by the
Hiroshima Atomic Bomb in 1945.
c,; Noted that Harold Stassen had raised the question of
a point of contact in CIA through whom he could request
estimates and reports he might require in his new position.
The Director said he felt it was probably unwise at this stage
to establish a full-time liaison officer and after some dis-
cussion it was agreed that: 1) Mr. would 25X1
initially be designated as the point of contact; 2) a member
of Mr? Bissell's staff would assume this responsibility at
such time as his staff is increased.
Col, White:
Noted that we had received a request from the Bureau of
the-Budget to allot $20,000 during the remainder of the current
fiscal year to fund the PCG, Col, White said as he understand
it, funds for this group would be handled in the same manner as
for OGB, i.e., 2/3 from CIA and 1/3 from Defense, with State
providing administrative support. The Director noted he wanted
to work out protection for CIA on the allotment of the above-
mentioned funds and said he saw no reason why OCB and PCG shoal)
not get their money through the NSC. Col, White undertook to
look into this and said he would make it clear in his reply to
Budget with respect to the $20,000 that our financial support
in this regard was for the remainder of this fiscal year only.
*Subsequent to the meeting the Director
approved that: 1) DD/I would be the point
of contact for requests for estimates and
reports; 2) Mr. Bissell all other matters. I 11'/`'
