MEMORANDUM FOR THE RECORD
SUBJECT: Conversation with Deputy Secretary of Defense Duncan
7 October 1977
Items discussed:
1. Discussed the two meetings Dr. Brzezinski plans to schedule
for next week on special collection plans.
3. Executive Order: We discussed the proposed wording on the
tasking of NSA. Secretary Duncan thought that the words "two tactical
collection systems" at the end of the first sentence were appropriate.
I told him I understood as opposed to this, and that
said it was all right. He said he would look into it.
a. The Secretary also said there were three other
areas where we jointly had problems with other agencies
who wanted changes in the Order.
(1) The FBI on whether they would investi-
gate disclosures of security information when
there wasn't a prospect for prosecution.
(2) Control by the Attorney General of elec-
tronic testing and communications security.
(3) A proposal by the State Department to
govern exchange programs with governments with which
we are at peace.

4. I delivered a copy of the list of information we need for
the special project on strategic forces.we are giving to the President
next Wednesday. Secretary Duncan indicated he would get his people
on it and have them in touch with. Howard Stoertz.
