MEMORANDUM FOR: THE RECORD
At the Deputies' Meeting on 8 June 1955 the
Director referred to a study which had been prepared by OSI
at the request of Mrs. Hobby on Education in the Soviet
Union and which has subsequently been declassified by I
The Director said that Dick Harkness is planning an
article on this subject and has asked for a copy of this
study. Mr. II noted that copies of the study in ques-
tion had been furnished State for possible dissemination
to various U. S. educational institutions. However, it
was not known whether such dissemination had been or would
be made. Mr. Dulles remarked that in discussing the study
with Colonel Grogan, he (Grogan) felt that it still contains
classified information which reveals methods and sources
and felt it should not be made available direct from CIA to
Harkness. The Director went on to say that Harkness had
a memorandum of o d his recent conversation with
Zaroubin which h Bred to "trade us" for the above-
mentioned study. A Mr. Amory undertook to again review
this study to insure that it does j sontain classified
information and arrange with Harkness to either come in
and read the study and make notes therefrom or obtain a
copy from the Department of State, provided that State
has made the decision to make it available to the public.
I Informed Col. Grogan of the above on this
date and suggested that he get in touch with I. Amon .
Col. Grogan advised me he had heard the White House has
"some idea" about education in the Soviet Union which
could possibly cut across the line of the CIA study. I
asked Col. Grogan to inform Mr. Amory of this fact in order
that he (Amory) could decide whether it was necessary to
mention it to the Director. Subsequent to this conversation
with Grogan he saw the Director and did inform his of the
White House angle. Col. Grogan said the Director indicated
we did want to obtain a copy of Harkness' memorandum for
record of his conversation with Zaroubin and reiterated
his previous statements that: 1) if State is making our
study available to the general public Harkness could of
course obtain a copy of it there; 2) failing this. Harkness
if he desires can come to Col. Grogan's office and read
the study and make notes therefrom.
