Mr. Dulles: 25X1 25X1 25X w 25X1 25X1 25X1 b. Briefly discussed Operation ALERT and directed that those present at the meeting who had not visited the do so in the near future. Mr. Dulles said at consideration should be given to taking the wraps off I and designating it as a secondary CIA headquarters. The Director noted that he based this on the fact that such a designation would be of material assistance to him in defending our request to the Congress for authority and funds to build a new CIA building. General Cabell pointed out that this purpose might be served if I is only surfaced to Congressional Committees in Executive Session, and further he would suggest that we move forward with plans to increase living and working accommodations After some discussion it was agreed that Col, white wou prepare a memorandum for the Director containing statistical information on 0 for possible use in defending our request for a new building. Mention was also made of the possibility of CIA's purchasing a helicopter for use in case of an emergency. Col. White undertook to look into this and determine whether any use could be made of this Wisner, Amory, Helms, Bissell, Sheldon (part of mtg.), General Cabell: a. Noted he had been unable to gat in touch with Senator Dworshak regarding Dworshak's dissatisfaction with CIA support to the Board of Geographic names, Col. White pointed out that he believed this to be a personal matter between the Senator and the Board, and in fact was not directed against CIA. General Cabell said General Lewis had reported that relations between CIA and the Air Force in the areas visited in general appeared to be good, however, in some places (not specified) they could be improved. General Cabell said General Lewis felt there should be more aggressive leadership by CIA representatives and felt that our man should not be satisfied with "Just dealing with the J-2" but rather should place more emphasis on direct contact with Army, Navy and Air Force Intelligence Chiefs in the FE area. remarked that this is, of course, a basic problem and we had been attempting to work this out but always keeping the J-2 informed Mr. Amory: 25X1 25X1 Mr. Helms: Asked if any decision had been made as to whether CIA would have the opportunity to assign one of its officers to the US delegation at the forthcoming Four Power Conference at Geneva. The Director said the Secretary of State has agreed we might send one officer, however, he (DCI) wished to reserve decision on nominating this officer until after the San Francisco Conference. The Director said should plan to be 25X1 in Geneva during the period of the Conference in order to lend assistance to one of our security officers who will accompany the Secret Service.
