The officials said it was the first flight over Cuba by such planes' since Novem ber 1978, when President Carter ordered the missions stopped as a gesture of good will to President Fidel Castro; The plane, which can fly at extremely high altitudes and high speeds, was sent to get more detailed intelligence on the numbers and armament of the Soviet troops in Cuba, the officials said.
