MEMORANDUM FOR THE RECORD
SUBJECT: Conversation with Dr. Brzezinski,
24 October 1979 (U)
I.. Dr. Brzezinski reported on the Soviet response (presumably in
Geneva) to our demarche about the activation of a simultaneous operation
of air defense and ABM radars at Sari Shagan between July and September.
The Soviets confessed that they had done this. They claimed that it was
coincidental, not deliberate. They provided wording in the ABM agreement
(and presumably its November 1978 supplement) which they claim made the
events not a violation; and they said they would not let it happen again.(S)
2. Dr. Brzezinski is going to Algiers shortly for the 25th anniversary 25X1
of the Algerian Revolution. (C)
