Observed pattern of activity over
past several years does not include
any substantial involvement in the
.training of Cuban ground forces
Pattern is very similar to that of
combat units in USSR doing normal
combat rehearsals
Organization, Activities, Facilities
and Equipment are not tailored to
training other people
Moreover, unlike any Soviet
MAAG elsewhere

2. Combat Unit has not been there since '62
No one questions a continuous
Soviet military presence since '62
It's clear in post missile crisis period:
Not enough equipment
Not enough facilities
Not enough training activity for the
kind of combat unit we now see
Mission and structure changed at least
a second time since '62
When reached present form unclear
At least mid '70s
No one questions that it changed its
mission and activities when missiles
left island
