b. Noted a cable from dated May 25, 1955
respecting the mission and asked ff a reply
had been sent. r. sner sa he believed not since this is
a rather knotty problem, however, it has been discassed. The
Director said he realized this bat asked that an interim reply
be sent.
c. >leferred to Amb. Luce?s recent report respecting
sduggling of heroin fro^ Italy tv the United States and stated
that: 1) he did not feel thi: is CIA;s problems= 2) it has
up to this time been in the hands of Treasury; 3) tlmb. Luae's
report was the first he had heard about this situation and as
f ar as he knew the first tiee it had been brought to the
attention of the Department of State.

of a scientific attache to his office and noted his intentions
of discussing this with him. ~Ir, Sheldon said at the present
time Conant feels Lhat as long as he is in Germany he can per-
sonally handle scientific matters.
h. Noted a press report respecting the defection of a
Chinese motorized dunk in the Gulf of Tonkin and asked DD/P to
determine whether we had received any report on this.
General Cabell:
Mr, Helms remarked it had been carefully staffed out, General
abell said that he also disagreed with the proposal that the
report directly to head-
quarters rather than Senior Rap ;After some discussinx it
was agreed that DDCI would discus: the proposed changes with
Wr, yelms and and sport the results thereof to
the Director,

Director said he should be terminated. fdr. Helms pointed out
that he did not know the full facts of this case and would like
an opportunity to study it. After soma discussion it was agree?i
that a memorandum on this matter would be prepared for the
