In our discussion last week I mentioned to you an idea we had for meeting Kissinger's request to you for some form of broader warning document. A draft pro- posal is attached. This has not been fully staffed, but I thought it would be useful to surface this early version to show how our concept is developing. 2. Partly by serendipity and partly by conscious de- sign this proposal contains the seeds for a possible solu- tion to several other related problems: what to do about an obsolete National Indications Center; where to locate an institutionalized "devil's advocate" function; how to produce a Community Weekly that will not be muscle-bound by the need for coordination of masses of text. In addition, your own developing interest in more short-term Community assessments is tending to produce some overlap between the present Watch Report and other items on the USIB agenr]d,. The kind of Watch Report that is envisaged in this proposal might well provide the Community structure for handling such assessments systematically.
